PURPOSE: To approve budget and grant project ordinance amendments far fiscal year 2004-
05.
BACKGROUND:
Board of Elections
1. The Board of Elections has received notification from the North Carolina State Board of
Elections of receipt of Help America Vate Act (HAVA) Title 1 grant funds totaling $9,328.50,
These funds will be used to:
(1) Make all polling places accessible to voters with the full range disabilities (e.g„
impairments involving visual, hearing, mobility, dexterity, or elderly) by establishing or
improving parking, paths of travel, door hardware, entrances, exits, and voting areas
through the use of varied accessibility tools (e.g,, ramps, handrails, magnifying
lenses, devices to alert curbside voters),
(2) Provide the same opportunity for access and participation for individuals with the full
range of disabilities (e.g., privacy and independence) by implementing solutions that
will create equal service and improved sensitivity.
These improved provisions of accessibility will be in place by the November 2004 General
Election. This budget amendment provides for the receipt of these grant funds. (See
Attachment 1, column #1)
Solid Waste Enterprise Fund
2, In January 2003, Orange County condemned four parcels of land, totaling 18.34 acres,
along Eubanks Road in Chapel Hill Township. The land is being used primarily as the site
for the County's new construction & demolition landfill and associated buffers and uses, As
required by State law, Orange County at that time filed with the Clerk of Court a payment of
$216,000, which, based on a May 2002 appraisal obtained by Orange County, represented
fair market value for the property acquired. In late June 2004, County representatives
reached agreement with the former property owner on the total price to be paid for the
property, $272,500. The attached budget amendment will appropriate $57,947 in fund
balance from the Solid Waste Enterprise Fund to cover the additional cast for land and the
County's share of property taxes due. (See Attachment 1, column #2)
Orange County Animal Shelter Fees
3, On June 30, 2004, Orange County assumed the operations of the Animal Shelter from the
Animal Protection Society. When the Board of County Commissioners approved the County
Fee Schedule for FY 2004-05, the pet adoption fees were not included in the fee schedule,
Pet adoption fees include an animal deposit, as well as the cost of the following services:
microchip insertion, vaccination, disease testing, and spay/neuter. This budget amendment
provides far a technical correction of the County Fee Schedule for FY 2004-05 to include the
following pet adoption fees:

Department on Aging
4. The Department on Aging has received funds from the Triangle .l Council of Government far
Orange County's share of the Duke Energy program to purchase fans far low-income elderly
Orange County residents. Duke Energy donates funds annually to this program. This
budget amendment provides for the receipt of these finds, (See Attachment 1, column #4)
Scattered Site Housing Rehabilitation Program Grant Project
5, On May 18, 2004, the Board of County Commissioners approved acceptance of a FY 2004
Community Development Block Grant (CDBG) totaling $400,000 from the N,C, Department
of Commerce for a Scattered Site Housing Rehabilitation Program, Funds from this grant
will be used to repair approximately 15 substandard houses occupied by low-income families
in the Towns of Carrboro and Hillsborough, as well as unincorporated areas of Orange
County. Program participants will be selected from the existing Housing Rehabilitation
Program waiting list according to date and time of waiting list placement. There were
approximately 45 families on the waiting list as of May 2004. In selecting participants,
priority will be given to owners that lack indoor plumbing or have plumbing deficiencies, or
are elderly or disabled, This budget amendment provides for the receipt of these
Community Development Block Grant (CDBG) funds. (See Attachment 2, Scattered Site
Housing Rehabilitation Program Grant Project Ordinance)
Emergency Telephone System Fund
6. On April 13, 2004, the Board of County Commissioners approved an appropriation of fund
balance in the amount of $208,000 from the Emergency Telephone System Fund to enter
into a contract for field verification of addresses in the countywide GIS system, The address
field verification to be accomplished through this contract will be particularly helpful to law
enforcement, emergency management (medical and rescue) services, and fire departments
being dispatched to any area of Qrange County, Verification by persons visiting each
physical address in the County will ensure that the information contained in the common
electronic computer database accurately reflects the physical location of each address on
the ground,
Due to contract issues regarding the scope of the work, the contract was not executed by
June 30, 2004. This budget amendment provides for the re-appropriation of $208,000 in
fund balance from the Emergency Telephone System Fund for FY 2004-05. (See
Attachment 1, column # 6)
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners
approve the attached budget ordinance and grant project ordinance amendments.

Attachment 2 "~
Scattered Site Housing Rehabilitation Program
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following grant project is
hereby adopted.
Section 1. The project authorized is the Scattered Site Housing Rehabilitation Program as
awarded to Orange County Housing/Community Development by the North Carolina
Department of Commerce through the Community Development Block Grant
(CDBG) Program. The project will provide repairs to substandard dwelling units
occupied by low-income families in the Towns of Carrboro and Hillsborough, as well
as the unincorporated areas of Orange County.
Section 2.The officers of the County are hereby directed to proceed with the grant project
within the grant document, and the rules and regulations of the North Carolina
Department of Commerce.
Section 3.The following revenue is anticipated to be available to complete this project:
Intergovernmental (2001-02) $400,000
Intergovernmental (2004-05) $400,000
Section 4. The following amount is appropriated for this project:
Horrsiug/Contnunrity Developnteut - Housiug Rehabilitation $800,000
Section 5.The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor
agency,
Section 6.Funds may be advanced from the General Fund far the purpose of making
payments dtae. Reimbursement requests should be made to the grantor agency in
an orderly and timely manner.
Section 7.Copies of this grant project ordinance shall be made available to the finance officer
for direction in car ,tying out this project,
Section 8.This project ordinance is in effect through June 30, 2005.
Adopted this 17th day of August 2004,
