Meeting Summary
MEMBERS PRESENT: Molly Mullin (Vice-Chair), Edmund Tiryakian, Diane Obeid, Michelle Walker, Heather Payne,
and Victoria Hudson
MEMBERS ABSENT: Warren Porter, Susan Elmore, Maureane Hoffman (Chair), and Beth Grooms
STAFF PRESENT: Bob Marotto (Animal Services Director) and Andi Morgan (Asst. Animal Services Director)
GUESTS PRESENT: Anne Marie Tosco (Orange County Attorney) and Lisa Wells

Call to order:
Review and adoption of the Agenda: Michelle Walker made a motion to approve the agenda; seconded by Diane
Obeid. The motion carried without dissent.
Summary of May 16, 2018 meeting: Edmund Tiryakian made a motion to approve the minutes as edited; seconded
by Michelle Walker. The motion carried without dissent.
Review of public participation guidelines: No public guests present.
Orange County Animal Services Advisory Board Updates
(A) County Commissioner appointment of new ASAB members: During the Amanda Schwoerke (effective
immediately) will represent Town of Chapel Hill; Evelyn Daniels (effective immediately) will represent Town
of Carrboro; and Gina Hahn (effective immediately) will represent Animal Advocate/ Welfare.
ASAB Applicants
(A) Lisa Wells (retail pet supply sector, Hillsborough): She introduced herself as the operator of Paws at the
Corner and spoke about her business in providing local animal supplies. She also volunteers with her
therapy dogs. Edmund Tiryakian made a motion to recommend Lisa Wells for ASAB appointment; seconded
by Michelle Walker. The motion carried without dissent.
(B) Bryan Stuart (Hillsborough): Based on his application and conversation, Molly Mullin made a motion to
recommend Bryan Stuart for ASAB appointment; seconded by Michelle Walker. The motion carried without
dissent.
(C) Vacancies July 1: At-large and Veterinarian
New Business:
(A) Select Ordinance Considerations: Bob Marotto introduced the working document to revise the Animal
Control Ordinance to include language and other clarification on dangerous animals and other critical
issues that need to be given to the BOCC for disposition. Anne Marie Tosco, Orange County Staff
Attorney for OCAS, spoke about the revision process. She outlined the proposed changes to the
working document by line item. Michelle Walker inquired about the summary of changes and the
possibility of administrative action, like a warning. These items will be reviewed thoroughly.
Suggestions for edits may be directed to Anne Marie Tosco prior to the August meeting.

Heather Payne made a motion to adjourn at 8:29 pm; Edmund Tiryakian seconded. Motion carried without
dissent. The next meeting is August 15, 2018 at 6:30 pm, Orange County Animal Services Center.
