ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: November 8, 2018 Action Agenda Item No. 3 SUBJECT: Board of Commissioners- Boards and Commissions Appointment Process Discussion DEPARTMENT: Board of Commissioners ATTACHMENT(S): Attachment A - Issues to be Discussed Attachment B - Emails from the Triangle J Council of Governments Ombudsman Regarding Adult Care Home Community Advisory Committee Attachment C - Proposed Streamlined Abstract/Membership Roster/Applicant Interest List Format for Board Appointments INFORMATION CONTACT: Donna Baker, Clerk to the Board, 919- 245-2130 Thom Freeman. 919-245-2125 PURPOSE: To discuss various issues related to the Boards and Commissions Application/Appointment process. BACKGROUND: Members of the Board of Commissioners have referenced various topics over the past year related to Boards and Commissions for Board discussion. Staff met over the summer break to review these topics and develop proposed recommendations/changes to be discussed further at this work session. Attachment A details identified issues to be discussed, and Attachment C depicts a proposed streamlined abstract format/membership roster/applicant interest list for Board appointments. FINANCIAL IMPACT: There is no financial impact associated with discussing issues related to the Boards and Commissions Application/Appointment process. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL ENABLE FULL CIVIC PARTICIPATION Ensure that Orange County residents are able to engage government through voting and volunteering by eliminating disparities in participation and barriers to participation. RECOMMENDATION(S): The Manager recommends that the Board discuss the various issues related to the Board and Commissions Application/Appointment process and provide direction to staff. 1 Attachment A 1. Discussion Decision Point: -To consider discussing the Adult Care Home CAC and the possibility of the reduction in number of positions (since there are sometimes many vacancies) and/or the option of merging this committee with the Nursing Home CAC. See Attachment B- emails from Autumn Cox, Ombudsman, Area Agency on Aging-TJCOG. . 2. Discussion/Decision Point: --To consider the vetting of applicants for certain boards as appointments come up ( i.e. OWASA, BOA, Planning, ABC Board, etc.) by a committee made up of BOCC members (two members) that would then make a recommendation to the BOCC. 3. Discussion/Decision Point --To consider not having elected officials from other jurisdictions representing Orange County on a board/commission. 4. Discussion/Decision Point: -Applicants – To consider either revising the Applicant Application to allow applicants to include other governmental boards (municipal) they may be currently serving on OR requiring that applicants can only serve on two advisory boards (which our policy currently states but that only includes other Orange County advisory boards) and including within this parameter for two boards – both Orange County and/or municipal boards. 5. Discussion/Decision Point: - At Large vs Designated Positions- to consider reducing the number of designated positions and replace with at- large positions to better fill more positions on boards/commissions in a timely manner. 6. Discussion/Decision Point: -To consider adding appointments on the agendas on a quarterly basis only. (however, there may be “time sensitive” appointments once in a while) 7. Discussion/Decision Point: -To consider moving the Appointments higher up on the Agenda 8. Discussion/Decision Point: -Applicant Interest Listing: Thom Freeman currently contacts applicants before putting up on abstracts to see if they are still interested in a position on a board and if there is no response email/call within a specified timeframe- and it is still less than two years for the application on file, does staff keep applicant on interest list or remove. 2 Attachment A 9. Discussion/Decision Point: -Appointments: Reformatting of appointment abstract (to reduce duplication of information), membership roster and applicant interest listing to orientate both to same format and reduction of duplication of information on applicant interest list. (examples in Cttachment C- were used on a trial basis at the Sept. 4th meeting). 10. It is a smaller group because they do not have as many buildings to cover. Johnston County is more comparable in size (licensed buildings) and they also have a joint committee. I am unsure what it would look like for Orange, but it is something that I will mention to both Max and Vibeke so we can brainstorm to see if we think it would be beneficial to transition to a joint committee. Did the attorney mention the reason or benefits for possibly moving to a joint committee? According to the formula, that would be 5 CACs for the first 3 buildings, and one CAC for each addition building (4) putting us at 9. When I arrived two years ago, it was in Charlotte's (previous ombudsman) notes that this committee has 12 spots. I am unsure if the committee asked the County for the additional positions, but according to state statue, we can ask for up to five. If we are going off the number 9 based on licensed beds in Orange County, the our committee would be considered full if the two new applicants proceed. However, after speaking with Max, we are okay with the additional positions because we can assign more people to a building and not just use the minimum, thus more residents receiving personal visits from CAC members. As far as the numbers, I feel that we are okay right now and do not see the vacancies as an issue because our teams are getting the visits done within the timeframe required. If you would like to meet with Max and myself, with the chair, to discuss the committee further, we would be more than happy to do so.
