PURPOSE: To consider two appointments to the Personnel Hearing Board.
BACKGROUND: The Board of County Commissioners appoints all members of this board with one
member having experience in management and/or personnel administration. This board meets only as
called to hear employee grievances involving demotions, suspensions, and dismissals. It forwards its
recommendations to the County Manager.
Currently there are two vacancies on the Personnel Hearing Board because member Ms. Kay Hovious
recently moved to Wilmington, North Carolina and member Mr. Edwin Caldwell passed away..
The open positions are:
Position no. 2 At-Large / Management/Personnel Full Term Expires .June 30, 2006
Position no. 3 At-Large
Full Term Expires .June 30, 2006
The clerk's office has received several applications and staff has contacted each person to verify his/her
current interest and time commitment to serving on this Board.
FINANCIAL IMPACT: None..
RECOMMENDATION(S): Consider making two appointments to the Personnel Hearing Board as the
Board of County Commissioners may decide.

COUNTY AgVISORY BOARDS AND CO
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines for
advisory boards and commissions as adopted by the Orange County Boarc! of Commissioners,
• Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an Interest which reasonably might appear
to be in conflict with the concept of fairness In dealing with public business, A conflict of interest or a
potential conflict occurs ff a member has a separate, private, or monetary interest, either direct or
indirect, in any issue or transaction under considewation. Any member who violates this provision may
be subject to removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular Issue, then that member should state this belief to the other members of hislher
respective advisory board or commission during the boarci or commission's public meeting, The
member should state the nature of the conflict, detailing that he/she has a separete, private, or
monetary interest, eithet direct or Indirect, in the issue or transaction under consideration. The
member should then excuse himseiflherself from considering and voting on the matter. In cases
where an advisory board or commission member declares a conflict or potential conflict of interest, the
member shall excuse himselflherseif from the board tabie/voting area until ail discussion,
consideration, and voting is completed on the matter in question.
• Any advisory board or commission member having questions or needing assistance regarding the
Interpretaticn of those ethics guidelines or other conflict of Interest matters should contact the
administrative staff for fhe respective board or commission, Staff will assist the member with
questions and interpretations and may provide a rewmmendation on whether or not the advisory
board or commission member should excuse himseff/herself from voting, The member may request
that the staff respond in writing, Staff may contact the County Manager fot any additional assistance.
