SUBJECT: SPOT 5.0 Division Needs Local Input Points — TARPO and
DCHC MPO
This memorandum is to inform the Board of County Commissioners (BOCC) of North
Carolina Department of Transportation (NCDOT) Strategic Prioritization of Transportation
(SPOT) 5.0 Division Needs Local Input Points. This is the final step in drafting the next
State Transportation Improvement Program (STIP), scheduled for release in early 2019.
The BOCC also received an update from staff on May 1, 2018. The following steps in the
process have been completed:
• May 2018 — staff presented SPOT 5.0 process and Orange County priority score results
in Statewide Mobility, Regional Impact and Divisional Needs to the BOCC.
• BOCC and Orange County Unified Transportation Board's (OUTBoard)
recommendations were carried forward to Triangle Area Rural Planning
Organization (TARPO) and Durham-Chapel Hill-Carrboro Metropolitan Planning
Organization (DCHC MPO).
• No projects in Burlington-Graham Metropolitan Planning Organization's (BG MPO)
SPOT 5.0 so no recommendations were made for BG MPO.
• June 2018 — DCHC MPO and TARPO approved Regional Impact Local Input Points for
Orange County.
• July 2018 — MPOs and RPOs submitted Regional Local Input Points to NCDOT.
• August 2018 — staff followed through with BOCC and OUTBoard recommendations for
Divisional Needs Local Input Points in DCHC MPO and TARPO SPOT 5.0.
NCDOT has determined regional project funding, results can be found at the following link:

Staff continues coordination with DCHC MPO and TARPO in advancing County
transportation priorities. The attached (Attachment 1) flow chart illustrates Orange County
transportation priority results in the SPOT 5.0 process. The process will conclude in
accordance with NCDOT SPOT 5.0 schedule listed below:
• October 2018, MPOs and RPOs submit Division Local Input Points to NCDOT
• January 2019, NCDOT releases Draft STIP 2020-2029 for public review
Staff will keep the BOCC updated on the results.
