PURPOSE: To consider awarding a bid to C.1 Maclsaac of Eden, North Catalina to construct a
stormwater management system to handle runoff from the new construction and demolition
(C&D) landfill.
BACKGROUND: The County's Eubanks Road Solid Waste Facilities Master Plan, approved
by the Board in Qctober 2001, includes the development of a new C&D landfill to replace the
current facility, expected to reach capacity some time in 2005, In 2003, the County acquired the
property for this facility, to be located immediately adjacent to the west of the current landfill
property and on the north side of Eubanks Road, Earlier in 2004, the County received the
permit to construct the new C&D landfill from the Solid Waste Division of the North Carolina
Department of Environment and Natural Resources. Staff expects to complete construction of
the new facility by early 2005.
Before construction can begin on the C&D landfill, a stormwater management system, referred
to as an "ouffall", must be put in place to handle the runoff from the sedimentation pond, Joyce
Engineering of Greensboro, North Carolina engineered plans and specifications for this project,
The ouffall will consist of:
• Trenching and placement of approximately 875 linear feet of 36-inch corrugated
double wall HDPE pipe
• setting three concrete manholes
• installation of riser pipe for sediment basin
• rock removal to 6 inches below grade
• final grading
• placement of topsoil and vegetation

The project has been engineered to be on property owned by Orange County, It will not affect
adjacent property that is part of Duke Forest, upon which an easement was granted to the
County by Duke University to help provide the appropriate buffers for the new C&D landfill.
Orange Ccunty solicited bids for this project in early May of 2004, No contractors responded to
that bid call, The County re-solicited bids for the project and one bidder responded. That bid
was submitted by CJ Maclsaac of Eden North Carolina at a total cost of $59,475.00.
FINANCIAL IMPACT: Total cost of this action, if approved by the Bcard, wculd be $59,475,
Sufficient funds to pay for this work have already been appropriated in the Landfill Operations
division of the 2003-04 Solid Waste Enterprise Fund budget,
RECOMMENDATION(S): The Manager recommends that the Board award bid number 1390
to CJ Maclsaac of Eden North Carolina at a total cost of $59,475,00; and authorize the
Purchasing Director to execute the necessary paperwork,
