Minutes of the Board of Commissioners

Ths Orange County Board of Commissioners met 1n regular session on i•1onday,
I•farch 3, 1958, at 10 o'clock A. i9, in the Commissioners' room at the Courthouse in
Hillsboro,
14embers present: Chairmen R. J, hl. Hobbs, Commissioners Donald McDade, Donald
Stanford and henry Walker,
I4embers absent: Commissioner Dwight 13. Reg.
The minutes of the February meeting were road by the Clerk and approved by the
Board.
Bruce White, Attorney, from Durham, appeared as spokesman for Coland J, Riley
and other interested citizens of the West Hillsboro area, in opposition to the
petition previously submitted by James Faucette to close a road desigh aced as "Piney
Lane". The Board declined to witharaw or close said "Pineg Lane" since opposition
was presented to said closing.
Jack Layne, representative of the Federal Alcoholic and Tobacco Tax IInit
appeared and requested that the policy of the Sheriff's Department governing the
dish asition of seized articles and the statutes under which the Sheriff's Department
acted be sent to him at Hu=hcm, ~t, C.
The following department officials made reports for the month of February, 1958:

The following rood petition was presented:
A road in Cedar Grove and Cheeks Township, running from the Alamance County
line to the old Oren re County Home and known ¢s High Rock Road, Length of road:
6.4 miles,
IIn on motion of Commissioner Stanford, seconded by Commissioner i4cUade and unani-
mously passed, the Clerk was requested to write a letter of endorsement on the High R
Hood petition.
Upon motion of Conanlssi oner Btani"ord, seconded by Comuni ssi oner McDade end unani-
mously passed, tae tax supervisor was authorized to refund to 'Phillips Petroleum
Company `:iSS •9S and to August Bender ~j114,76 from the Emergency Fluid, assessments in
error as buildings on nrooerty were not comple tad until after January 1, 1957•
5. ;9. Gattis, County Accountant, was given authority to begin pars onnel records
for all county employees,
Tho Orange County Board of Education met with the Board of Corvni ssloners and
told them that the School Board pad osssed on the petition submitted from the
Cerrboro area ca111ne 1'or an election for the puro ose of deciding on a special ~.
school district for the Chapel Hi11-Cerrboro-4Lcite Cross area,

at 10:30 o'clock A. ti, on I•iarch 17, 1959, in the Commissioners' Room at the Courthouse
in Hillsboro.

immedi ste ly reconvened as a Board of County Co:nmis si oners.
[9r. G, Pnul Carr, Sunerintend¢nt of the County School System, appeared and present e~
a petition from the County School 8oerd end the Chanel Hi11 City Adminis trnti ve Unit
School Board requesting a special election on the question of adding to tho crew of
the Chanel Hi11 City Aaministrativc Unit Special School Dis trio. This petition rras
referred to tde ssrs, Grahem and Ronson, County Attorneys, for their opinion with the
re guest they edvise the 3oard of the proper action for them to teke et their next
meeting.
It was moved by Commissioner Stenf ord and seconded by Conuni ssi oner Ray that the
County invest $300,000.00 of the recently aca uirsd school bond issue nroce eds Sn
~= II. 5. Treasury CertiClcates presently gielding 1.35;0 which come due August 1, 1956,
and :1;200,000.00 of these proceeds in U. S. Tre esury Convertible Notes yielding 1.29,=
due October 1, 1958.

The Board of Commissioners of Oran cs County met in sneci sl session et 10:30 o'clock

County Board of Education and the Hord of Education of the Ch epel :'.111 Administrative
Unit reaues tin,:, the addition of Carrbora ¢nd 'white Cross school districts to the
Chapel 5111 Administreti ve unit.
1•tr. A. 'r.. Grahem, County Attorney, report ed to the board his findings concerning
the petition, an3 then read a description of the Brea to be ennexed into the district.
Thereafter, a goner el discussion concerning the bounderies of this district wes held.
The Chai nnan of the Board then deler:ated to Commissioner Ray and Commissioner
9t anford each the responsibility of securing two judges and one registrcr to officiate
in Che pronos ed ele cti an.
After it was determined that several families which hove long been in the 4lhite
Cross district were excluded from the area to be enne:ted to the Chanel Hill Adninis-
tretive Unit, the Chairman of the Cotvnty Board of Education reaues ted the petition
