PURPOSE: To adopt the County's budget ordinance, capital project ordinances, and grant
project ordinances for FY 2004-05.
BACKGROUND: At the final FY 2004-05 budget work session on June 21, 2004, the Board
made a series of decisions specifying the major decision points {e.g. changes to the Manager's
recommended budget, property tax rates, changes to the pay plan, etc.} that established the
parameters for the FY 2004-05 Orange County budget ordinance. These decision paints have
been documented in the accompanying "Resolution of Intent to Adopt the 2004-05 Orange
County Budget", which is provided to officially record those decisions made at the June 21 work
session. The implementing 2004-05 budget ordinance is presented for formal adoption by the
Board at this June 23 meeting.
The Board on June 21 reviewed and approved (as a planning document} the 2004-14 Capital
Investment Plan, as well as lists of County and school capital projects to be presented in
ordinance form for adoption at this June 23 meeting. Some of the capital project ordinances do
not involve new funding appropriations, but merely extend the project timelines through June
2005. Other projects that will receive new funding for FY 2004-05 and need these new
appropriations in place this summer or fall have those amounts outlined in the accompanying
summary tables and reflected on the individual capital project ordinances.

The County's grant project ordinances, some of which are receiving new funding (as outlined in
the summary table} for FY 2004-05 and some of which are merely having their project timelines
extended, are also provided here far the Board's adoption.
FINANCIAL IMPACT: As noted in the budget ordinance and individual project ordinances.
RECC3MMENDATIoN{S}: The Manager recommends that the Board:
1. Adopt the 2004-05 Orange County Budget Ordinance to include a Countywide tax rate of
88.4 cents and a Chapel Hill-Carrboro City Schools District Tax of 20.0 cents.
2. Amend the Classification and Pay Plan to:
• Add the new class of Parks Conservation Technician II at salary grade 14.
• Change the title of the existing class of Parks Conservation Technician at salary
grade 12 to Parks Conservation Technician I with no change in salary grade.
3. Authorize a 2.0 percent Cast of Living Increase for permanent employees effective
October 11.2004.
4. Adopt the County Fee Schedule.
5. Approve the County and School capital project ordinances for fiscal year 2004-05.
6. Approve the County grant project ordinances far fiscal year 2004-05.
