Who We Are Family Success Alliance (FSA) was formed in 2014 as a collective impact initiative to close achievement and opportunity gaps and end generational poverty in Orange County. We are building a movement to strengthen the pipeline of success from cradle to college and career for our children. We include organizations focused on education, employment,financial literacy, housing, mental health, healthcare and parenting.The parties to this agreement are listed on the signature page;the Orange County Health Department serves as the backbone for this collaboration and is referred to as the "backbone agency" in this agreement. We serve families directly through enrollment in FSA while also serving two larger"zones". See maps for each zone on our website. 2. Shared Values These values are the foundation of our work with families across the collaborative. Every FSA partner and backbone staff person takes action on these values on an ongoing basis: Zone-Based Work. FSA is a collaboration of community groups and schools who work with children and families in two geographic "Zones" of Orange County to build a culture of opportunity and achievement-so that all youth graduate from high school ready for college and career. Families are Leaders. Every zone family has assets and strengths. We believe a culture of achievement can only be built from within the community-one family at a time. We partner with families to set and achieve their goals, and bolster their belief in themselves. Driven by Data. Our resources are dedicated toward measurable outcomes for children and families. Success is gauged by results for children and families, not programs and organizations. FSA partners work together to build evidence-based solutions that drive measurable improvements with families. We track the progress of each child toward kindergarten readiness, grade-level achievement, and college and workforce readiness. If the data shows that we are not effective, we will revise our plans until we get it right. Relationships are the "Work". We are creating transformative change built on strong relationships. We first work to change ourselves.Then,through our relationships, we invite change among organizations,families and systems.Together we increase expectations, break down silos, and build accountability and alignment. We operate under the assumption of good intent in our interactions with each other, especially as we work through difficult issues together. Collaboration Creates Prosperity. FSA partners build one system of support for families.This system is made up of many equal partners who are committed to working together for the success of children, including: parents, organizations, schools,funders, government, and faith institutions. We believe that our collaboration will have the momentum to reach a tipping point of sustainable community transformation and prosperity. The rich diversity of our families is an asset to be woven into our processes and systems of support/service. FSA staff and partners will embed cultural responsiveness within our work. We will not tolerate discriminatory practices. Starting Early and Staying Long-Term. We work side by side with families from before birth through college, providing comprehensive support designed to impact a child's education and life trajectory. We support the success of the whole family. 3. Partner Mutual Expectations & Responsibilities: The following responsibilities are required of partners to ensure the effectiveness of the collaborative: All Partners: • Provide services and support that furthers the long-term mission and vision of all children in the zone graduating from high school prepared for college and career and the empowerment of their families and communities • Commit to using an equity and asset-based approach when working with families and planning services. Engage in ongoing discussion to strengthen our understanding and implementation in this area. • Refer eligible children,youth and caregivers to partner agencies when appropriate in order to provide comprehensive services to each family. • Assist in promotion, marketing, and outreach of FSA as opportunities arise. • Participate in the Efforts to Outcomes shared database system, completing all documentation necessary to launch and maintain the database. Participate in discussions and development of procedures to ensure client confidentiality in all aspects of our work. • Ensure that appropriate staff attend regularly scheduled meetings of the collaborative to discuss grant implementation, service coordination, and strategic direction. • Submit reports and provide additional information requested by the fiscal agent and backbone agency in a timely manner, including paperwork required for receipt of funds. • Participate in agreed upon processes that ensure accountability to services and supports committed to FSA- enrolled families and to deliverables outlined in FSA-related work plans, including reporting outlined in "FSA Collaborative Partners:Accountability& Reporting", incorporated by reference. • Agree to the budget allocation reported in the Funding Agreement for the current fiscal year. Funding allocations will be based in criteria agreed upon and discussed by partners with recommendations from the backbone agency.Amendments to the Funding Agreement will be discussed with partners for review. • Ensure appropriate child safeguarding protocols are in place when providing services to children, including the provision of childcare during adult-oriented programs, and agree to consider adoption of a formal child safeguarding policy, such as any relevant policy adopted by the FSA Advisory Council and incorporate into MOU by reference. • It is also recommended that all partner agencies be covered by General Liability insurance that includes sexual abuse/molestation coverage. Fiscal Agent: • The Orange County Partnership for Young Children has fiscal monitoring responsibilities for funds dispensed by United Way of the Greater Triangle, as follows: (1) review of partners' quarterly budget to actual reports and (2) review of partners'fiscal year audit. DocuSign Envelope ID:9ED3BFC4-FB1 1-467B-8CB5-EAE71A1 E5A21 Backbone Agency: • Lead efforts to ensure a shared vision for change, including a common understanding of the problem and a joint approach to solving it through agreed upon actions. • Facilitate agreement on common measures, collect and analyze relevant data, and evaluate results to ensure outcomes for families are achieved and partners can hold each other accountable. • Coordinate partners to establish a plan for implementing mutually-reinforcing activities that help families achieve their goals and is consistent with the resources available in the Funding Agreement or with resources potentially available through fundraising efforts. • Communicate consistently and openly to build trust, assure mutual objectives, and appreciate common motivation. The Family Success Alliance collaborative is also accountable to its Advisory Council.The Council advises and makes non-binding advisory recommendations on resource allocations, program planning, and policy changes to ensure a pipeline of high-quality services to reduce the detrimental effects of poverty for children and families living in the County. More information about the Advisory Council is available on the FSA website. Failure to meet responsibilities outlined above will be addressed by the backbone agency with the partner.The partner agency will have the opportunity to provide input to bring the agency into compliance. Continuous and egregious failure to come into compliance will be addressed with the partner agency and the FSA Advisory Council, and the backbone agency may terminate the partner's participation in FSA through this MOU, subject to any Funding Agreement. 4. Fundraising • Inform FSA backbone agency of potential funding opportunities and/or assist in grant proposal writing to help sustain FSA's collective viability. • Consult with FSA backbone staff prior to submitting any grant application that proposes activities specifically intended to benefit FSA, FSA partners, or FSA families. • Utilize FSA partner talking points in grant proposal writing and in agency communications related to fundraising that is FSA-related • Review proposals in their entirety prior to submission, if the specific partner organization is included in a larger proposal by FSA to potential funding sources. S. Date, Term and Authorized Partner Signature This agreement will become effective upon signing by all parties and will commence at the start of the funding award, beginning July 1, 2017 and extending through June 30, 2018.The agreement shall be reviewed annually at the beginning of each fiscal year by the parties to determine its continuation and/or need for modification.At any time, a partner agency may terminate its participation in FSA under this MOU by giving 30 days written notice to the lead agency,subject to any Funding Agreement.
