PURPOSE: To review and discuss the Manager's recommendations related to reallocation of
$12.8 million in programmed County debt from Chapel Hill-Carrboro City Schools' (CHCCS)
Elementary #10 to other priority school and County projects.
BACKGROUND: At the April 14, 2005 work session, the Manager and staff presented
recommendations related to reallocations of currently programmed debt. Those proposals
included redirection among various other projects of $12.8 million allocated to the now-delayed
construction of Elementary School #10 in the Chapel Hill-Carrboro system, as outlined on the
accompanying table, This work session affords the Board an opportunity to discuss this subject
in more detail. The Manager's recommendation related to CHCCS High School #3, and the
Board's discussion of that topic at their regular meeting on May 3, 2005, may influence the
Board's decisions at this May 5 work session..
FINANCIAL IMPACT: As noted on the accompanying table.
RECOMMENDATION(S): The Manager recommends that the Board provide appropriate
direction to the Manager and staff regarding reallocation of the $12,8 million in debt previously
programmed for CHCCS Elementary School #10.
