HomeMy WebLinkAboutAgenda - 05-03-2005-5g'ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: May 3, 2005 Action Agenda Item No. .5~~ SUBJECT: NC State Firemen's and Rescue Squad Pension Fund Certification Roster DEPARTMENT: Emergency Management ATTACHMENT(S): Certification Form Roster Three Training Certificates PUBLIC HEARING: (Y/N) No INFORMATION CONTACT: Mike Tapp, 919-968-2050 TELEPHONE NUMBERS: Hillsborough Chapel Hill Durham Mebane 732-8181 968-4501 688-7331 336-227-2031 PURPOSE: To approve the certification requirements far the Fire Marshal to participate in the North Carolina State Firemen's and Rescue Squad Workers' Pension Fund, BACKGROUND: Recently, county fire marshals became eligible to participate in the North Carolina Firemen's and Rescue Squad Worker's Pension Fund, The North Carolina State Firemen's and Rescue Squad Worker's Pension Fund allows members who meet the requirements to receive a monthly pension, upon retirement. State law requires, that in order for members to be eligible to participate in the Pension Fund and receive a year of credit in the fund, members must attend thirty-six (36) hours of training in the calendar year, The Fire Marshal received seventy-two (72) hours of training in fire/arson investigations and incident command systems. Certificates of training are included with the agenda abstract. North Carolina General Statute 58-86-25 requires submission of a complete and certified roster of eligible staff annually. The governing body, the County Commissioners, must certify the annual certification roster, The certified roster and minimum training requirements determine eligibility for Pension Fund credit as well as line of duty death benefits, The roster document, which is utilized bath for membership in the NC State Firemen's Association and for Pension Fund Certification, is attached and lists two individuals. However, under Pension Fund Certification guidelines, only the Fire Marshal is eligible for certification. The other individual listed is for Firemen's Association purposes only, and the BQCG is only addressing Pension Fund Certification far the Fire Marshah As an additional paint of information, individual County fire departments submit their own Pension Fund Certification rosters based an approval by their respective boards of directors and signature of approval by the respective board's president, FINANCIAL IMPACT: The County funds associated training casts far the fire marshal to attend training seminars and membership in the NC State Firemen's Association. Pension fund dues are paid by the fire marshal. RECOMMENDATION(S): The Manager recommends that the Board approve the certification roster and authorize the Chair to sign the certification documents. This certified list determines eligibility for the X50,000 tine-of duty death benefit as well as eligibility for Pension Fund credit. Failure to accurately and promptly report Ibis information is violation of G.S. 58-86-25 and will automatically result in a loss or reduction of benefits.
