PURPOSE: To authorize the hiring of a surveyor for completing a boundary survey of an 8-
acre property being considered far purchase by the County and to exempt the County from
the provisions of G,S, 143, Article 3D in order to expedite survey work needed for the
proposed acquisition.
BACKGROUND: Orange County is negotiating the purchase of an 8-acre portion of a large
tract of land owned by Duke University. The property is located on the west side of Pickett
Road at its intersection with Erwin Road.
A boundary survey will be required prior to the proposed purchase of the site, G.S. 143,
Article 3D allows counties to exempt themselves from a selection process for surveyors on
any project if the professional fee will be less than $30,000, or, in their discretion, on any
project by stating the reasons therefore. In order to expedite the survey work and since the
cost of work is estimated to be less than the $30,000 threshold, it is recommended that the
County exempt this project from the selection process,
FINANCIAL IMPACT: The projected cost of the survey is $7-12,000, and would come from
existing funds for the acquisition of the property (2001 Parks and Open Space Bond).
RECOMMENDATION(S): The Manager recommends that the Board authorize the
employment of a firm to survey the Duke property and to exempt this project from the
requirements of GS 143, Article 3D as it respects the selection of surveyors.
