The Orange County Hoard of Commissiomrs met on ;Jonday, January 6, 1958, at ben o'clock a.m.

Upon motion of Commissioner Pa;/, seconde3 by Cowmissioner Stanford, and unanimously
passed, the annual audits for the Crereral County Purls and the Tax Collectors Eettlement submitted
by the S7. M. Russ Company of Raheigh, N. C, was approved 1'pr the fiscal year of 1956 and 1957.
L. H. Gunter, District Engineer, and T. A, Buxton Sevonth Divl stop Engineer,, appeared before

,Ianagar of Chapel Hi11, requested that the Hoard approve and pass ap electrical ordinance Tor
the County. Upon motion of Commissioner Aay, seconded by Commissioner Htanford, and unanimously
passed the following electrical ordinance was passed effective February 1, 1950.
Title - An Ordinance for safeguarding life and property by regulating and providing for the
installation and inspection of electric wiring, devices, anpllances and equipment, creating the 'office
oT Electrical Inspector and prescribing his authority and duties.
The Eoard of Commissioners of Orange County Ordains as follows:
Section 1. Electrical Inspector - Anpoinbnent and Duties.
There is hereby created the office of County IIectxical Inspector, whose duty shall be to
brce all State and local laws gweratng electrical installations and materials, to issue permits
and to make inspections of all new electrical installations and such other inspections as may be
scribed by the County Comnissi,oners. Said inspector shall be appointed and his compensatt oti fixed
the County Commissioners in their discretion. The Inspector, under the governing body, shall
plate and deterrine the placing oT wires or other appliances for electric light, heat or' power in
County of Orange, and to cause all such wires or appliances to be so placed, constructed and grounded
not to cause fires or accidents endangering life or property. The Easpector shall keep such records
make such reports as the County Conmtissioners direct. The board may, if it deems advisable, appoint

Section 2. Authority Granted To County Llectrical Inspector.
The Electrical Inspector shall have the right during reasonable hours to enter am premise

Section ,3. Permits and Inspections.
(1) No electric wiring, devices, appliances or equipment shall be installed Within or on arty
, structure or premise, nor shall arq~ alteration or addition be made in any such existing
devices, anpllances or equipsent without first securing a Hermit and having an inspection
Wade by the County Electrical Inspector, except as stated in the following pazagranhs a. and b.

b. No permit or inspection shall be repaired for the installation, construction, maintenance

(2) Application or call for inspection and permit will not be accepted by the Inspector

'. (1) No person shall install, alter, repair, make extensions or connect arty fixture or

Carolina.

). psach person, firm or corporatio¢ desiring to engage in the busines¢ o£ electrical
construction acrd of installing wiring or apparatus for electric lights, heat or power in said county
shall give surety bond in the stm of fivo hundred dollars ($$OO,OD) to insure faithful performance
of duty and payment of inspection fees by the tenth of the month following the inspection so as to
insure and guarantee the County against loss from defective vrorkmans}tip.
Section $. 1liscellaneous Supplemental Iiegvirements.
(1) All residences or anartr..ents of five ($) or more rooms shall have a six (6) circuit
main switch. tlo service ;sires shall enter arty building ;rzthin the County of Orange except through rigid
conduit or electric metallic tubingg not less than the sine specified in the N. ~. Code for given size
wire and shall be installed according to the rules set Forth therein for conduit installations and
all services or entrance srdtck:es shall be of the dead front type. +lll concealed service 13nes shall

(2) A special circuit of Fio. 12 vrire shall be requited for' each receptacle in the kitchen. ',.
(3) No roughing-1n jab rill be considered crv~.plete until all joints are properly made,

(4) It fia11 be unlawful for al*y person, Tina or corporation and agents or employees to

m"9.ectrical Inspector certifying that the wiring has been approved.
(5) All. vri.ring installed or altered in the County oi' Orar~e, except residences and
anar'tments, poultry houses, barns, and other fazm buildings, shall be enclosed in metal conduit,
armored cable or metal race;vay.
(6) All rigid conduit, electric metallic tubing, metal molding and flexible cable shall be
held in place by use of approved straps or staples.
(7) A11 outlet. boxes, switch boxes and panels shall be securely fastened ;3 th screws, except
bar type outlet boxes and Wallet type witch bores.
(3) No sales azea of any store building sbaLl be rued so as to place more than four (h)
ceiling outlets on any branch circuit fuse. Nor shall any outlet otherwise located be connected to
arp~ srch circuit of foux• (4) outlets.
(9) All domestic oil burners shall be so installed as to provide permanent ground and be
supplied fz pin a separate circuit controlled by a double pole switch.

Sectt on 7. Penalty For Violation Of Ordinance.

Section 8.
Iiability Far Damages.

This Ordinanco sha17. not be construed to relieve fro¢ or lessen the responsibillty of airy party
forming, operating, controlling or installing any electric tri.ring, devices, appliances or equipuent for
damages to person or property caused by ai{v defect therein, nor shall the County of Orange be held as
assuatng any such liability by reason of the inspection authorized herein or the certificate of
approval 3='sued as herein provided.
Section 9. Data To Take Effoct. --
This Ordinance shall take effect February 1, 1958.
