PURPOSE: To consider making one reappointment to the Carrboro Planning Board.
BACKGROUND: The Clerk's office has received a resolution from Town of Carrboro
requesting the reappointment for Ms. Poulton to the Carrboro Planning Board, The resolution
was received in the Clerk's Oftice on April 12, 2005 and the Board of County Commissioners
must appoint to this seat within 90 days time, or Carrboro Town Board may make this
appointment,
If reappointed, Ms. Poulton will be serving a term ending 2/28/2008..
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making one reappointment to the Carrboro Planning Board, as the
Board may desire,

The following resolution was introduced by Alderman .lacquelyn Gist and dully seconded by
Alderman Diana McDuffee.
A RESOLUTION REQUESTING AN APPOINTMENT TO A
TRANSITION AREA SEAT ON THE CARRBORO PLANNING BOARD
Resolution No. IOI/2004-OS
WHEREAS, as a result of an expiring term, it is necessary to appoint a person to a seat
reserved on the Cazrboro Planning Board for persons residing within the town's Transition Area;
and
WHEREAS, by state statute and town ordinance, the Orange County Boazd of
Commissioners initially has the authority and responsibility to appoint Transition Area members to
the town's Planning Boazd.
NOW, THEREFORE, THE BOARD OF ALDERMEN OF THE TOWN OF CARRBORO
RESOLVES:
Section L The Orange County Board of Commissioners is respectfully requested to appoint
the following urdividual to a Transition Area seat on the Carrboro Plamung Board, whose term
would expire in Fehruary 2008:

Section 2. If the Orange County Board of Comnssioners fails to appoint persons willing to
serve in the capacity described above witlvn 90 days after receiving this resolution, then the
Caaboro Board of Aldermen may make this appointment.
Section 3. The Town Clerk shall send a copy of this resolution to the Orange County
Manager.
Section 4. This resolution shall become effective upon adoption.
The foregoing resolution having been submitted to a vote, received the following vote and was
duly adopted this 15`h day of March, 2005:

I recently moverd to Carrboro from NYC so that my wife could begin a PhD program at
Chapel Hill. We decided on Chapel Hill, in part, because of the unique character on the
area, As such I would like to do my part to preserve and enhance the distinctive qualities
of Cahpel Hill, I believe strongly in the need to strike the appropriate balance between
development and preservation. While I strong disaggree with those who view
development as inherently detrimental, I woul d also appose developers whose plans did
not enhance the appeal of our community, I feel that I am uniquely qualified in this
realm, For the last five years I have been on the board of directors for one on the largest
real estate developments that have affected the town in which I grew up. I am very
proud of the work we have done to preserve the small town nature of the area in which
we have operated while at the same time adding higher value, large home sites with
tasteful homes. Overall, our efforts have improved real estate values, aesthetics and the
tax base of the town, I believe that I cuold use my experiece to benefit the town of
Chapel Hill and the broader community.. Thank you for your consideration. STAFF

I supervise Toddler/Preschool Playtime for the Town of Carrboro; work various programs
for the Carrboro Recreation and Parks Department supervising, hosting, setting up

I am currently a School Reading Partner at McDougle Elementary. I've spent several

enrichment program for girls age 8-12), My former apartment manager gave me the un-
official title of Social Organizer for Berkeshire Manor Apts, Currently, I am
communicating with Chrystal Fisher of the Orange County Housing and LandTrust to aid
in the organization and dissemination of information for soon to be displaced tenants in
one of Carrboro's largest apartment complexes, that for a limited time continues to

I care very deeply about affordable housing in orange county. I feel one of my major
strengths to this board would be my access to and familiarity with the citizens affordable
housing needs to reach. I live in an apartment, I am on the waiting list for a home with
the Orange County Housing and Land Ttrust, and I live and work among small families,
students, and the members of the blue collar base of Carrboro. I believe I can add a
unique and personal perspective to the challenges and potential for making homes

I have helped out in my mother's adult day care center for the past 10 years. The center
specialized in Alzheimer's care, but also allows patrons with other physical ailments to
participate.. The Trinity Adult Care Center is a great place far caregivers to comfortably
leave their loved ones while they are at work. The center provides meals, physical
exercises, as well as games that strengthen the participants' minds-- working on their
recall skills and helping to sharpen their minds. The knowledge I have gained through
this experience would definitely help me to serve an either the Adult Care Home
Community Adivsory Committeee or the Southern Orange Senior Center Design
