PURPOSE: To
1) Conduct a public hearing to receive public comments on the North Carolina
Community Transportation Program (CTP) grant application by Orange County Public
Transportation (OPT) for FY 2020;
2) Close the public hearing;
3) Approve the Community Transportation Program Grant application for FY 2019 in the
total amount of $244,609 with a local match total of $33,272 to be provided when
necessary;
4) Approve and authorize the Chair to sign the Community Transportation Program
Resolution authorizing the applicant to enter into an agreement with the North Carolina
Department of Transportation (NCDOT) and the Local Share Certification for Funding
form; and
5) Authorize the Chair and the County Attorney to review and sign the 2019 Certifications
and Assurances document in Attachment 2.
BACKGROUND: Each year, the NCDOT Public Transportation Division accepts requests for
administrative and capital needs for county-operated community transportation programs. OPT
is eligible to make application for both administrative and capital funding.
The total CTP funding request for FY 2020 is $176,215 for community transportation
administrative expenses and an additional $68,394 for capital expenses. This draft grant
application is made for expenses totaling $244,609.

Grant funds for administrative purposes will continue to be used to support overall transit
systems management and will continue to promote general ridership. Administrative Grant funds
include a percentage of wages and benefits for the following positions: Transit Director (60%) -
$79,300; Transportation Administrator (60%) - $67,000; Business Officer 1 (60%) - $59,382; and
Transit Dispatcher/ Scheduler (40%) - $31,855.
Grant funds for capital items include: an addition of one (1) LTV (light transit vehicle) bus to
support growth in ADA services associated with new route.
A public hearing (see Notice at Attachment 3) provides the opportunity for public discussion and
comment before the Board takes action on the resolution (Attachment 1). The acceptance of
these grant funds requires compliance with the annual certifications and assurances, for which
the signature pages are attached (Attachment 2). (Note: The attached signature pages are for
the certifications and assurances for FY 2018 as an example. The FY 2019 certifications and
assurances signature pages are very similar to those for FY 2018. However, the County has
not yet received those documents from NCDOT. When received, they will be forwarded to the
County Attorney and Chair for review and signatures.)
FINANCIAL IMPACT: The NCDOT CTP FY 2019 grant requires a 15% local match ($26,432)
for administrative expenses and a 10% local match ($6,839) for capital expenses for a total of
$33,272. The required local match is currently included in the department's approved FY 2018-
19 budget.
The indicated local match amounts for FY 2020 will be requested in the upcoming FY 2019-20
budget cycle and must be committed from Orange County's budget for the performance period
of July 1, 2019, through June 30, 2020 (FY 2020), as indicated in the attached Local Share
Certification for Funding form (Attachment 4). This will require Orange County to obligate
funding in its next budget cycle for these expenses. A total of $33,272 would come from the
County's general operating budget.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable
to this item:
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or
ethnic background; age; military service; disability; and familial, residential or economic
status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
Public Transportation provides opportunity for access to jobs and services to many individuals.
The CTP Administrative and Capital Grant provides Orange County access to funds to support

its rural transportation infrastructure that promotes economic self-sufficiency to a wide range of
residents and locations. The funds additionally support a system that enhances the access of
residents in the non-urbanized areas to health care, shopping, education, employment, public
services, and recreation.
RECOMMENDATION(S): The Manager recommends the Board:
1) Conduct a public hearing to receive public comments on the North Carolina Community
Transportation Program (CTP) grant application by Orange County Public Transportation
(OPT) for FY 2020;
2) Close the public hearing;
3) Approve the Community Transportation Program Grant application for FY 2019 in the
total amount of $244,609 with a local match total of $33,272 to be provided when
necessary;
4) Approve and authorize the Chair to sign the Community Transportation Program
Resolution authorizing the applicant to enter into an agreement with the North Carolina
Department of Transportation (NCDOT) and the Local Share Certification for Funding
form; and
5) Authorize the Chair and the County Attorney to review and sign the 2019 Certifications
and Assurances document in Attachment 2.

PUBLIC TRANSPORTATION PROGRAM RESOLUTION
FY 2018 RESOLUTION
Section 5311 (including ADTAP), 5310, 5339, 5307 and applicable State funding, or combination thereof.
Applicant seeking permission to apply for Public Transportation Program funding, enter into agreement with the North
Carolina Department of Transportation, provide the necessary assurances and the required local match.
A motion was made by(Board Member's Name) and seconded by(Board Member's Name or N/A,if not required) for the
adoption of the following resolution, and upon being put to a vote was duly adopted.
WHEREAS, Article 213 of Chapter 136 of the North Carolina General Statutes and the Governor of North Carolina
have designated the North Carolina Department of Transportation (NCDOT) as the agency responsible for
administering federal and state public transportation funds; and
WHEREAS, the North Carolina Department of Transportation will apply for a grant from the US Department of
Transportation, Federal Transit Administration and receives funds from the North Carolina General Assembly to
provide assistance for rural public transportation projects; and
WHEREAS, the purpose of these transportation funds is to provide grant monies to local agencies for the
provision of rural, small urban, and urban public transportation services consistent with the policy requirements of
each funding source for planning, community and agency involvement, service design, service alternatives,
training and conference participation, reporting and other requirements (drug and alcohol testing policy and
program, disadvantaged business enterprise program, and fully allocated costs analysis); and
WHEREAS, the funds applied for may be Administrative, Operating, Planning, or Capital funds and will have
different percentages of federal, state, and local funds.
WHEREAS, non-Community Transportation applicants may apply for funding for"purchase-of-service" projects
under the Section 5310 program.
WHEREAS, (Legal Name of Applicant) hereby assures and certifies that it will provide the required local
matching funds; that its staff has the technical capacity to implement and manage the project(s), prepare required
reports, obtain required training, attend meetings and conferences; and agrees to comply with the federal and
state statutes, regulations, executive orders, Section 5333 (b)Warranty, and all administrative requirements
related to the applications made to and grants received from the Federal Transit Administration, as well as the
provisions of Section 1001 of Title 18, U. S. C.

PUBLIC HEARING NOTICE
Section 5311 (ADTAP), 5310, 5339, 5307 and applicable State funding, or combination thereof.
This is to inform the public that a public hearing will be held on the proposed Orange County Community
Transportation Program Application to be submitted to the North Carolina Department of Transportation
no later than August 31,2018. The public hearing will be held on September 20, 2018 at 7:00 pm before
the Orange County Board of County Commissioners at Southern Human Services Center at 2501
Homestead Rd, Chapel Hill, NC 27516.
Those interested in attending the public hearing and needing either auxiliary aids and services under the
Americans with Disabilities Act (ADA) or a language translator should contact Teleishia Holloway on or

The Community Transportation Program provides assistance to coordinate existing transportation
programs operating in Orange County as well as provides transportation options and services for the
