Blackwood, 919.245.2900 PURPOSE: To create a permanent 1.0 FTE (full -time equivalent) Information Technology Analyst position in the Orange County Sheriff's Office. BACKGROUND: The imminent implementation of body -worn cameras (BWC) by members of the Orange County Sheriff's Office will require increased Information Technology (IT) support. A full -time permanent IT Analyst is necessary to manage and administer the BWC program. FINANCIAL IMPACT: The proposed annual salary of the position is $53,764, with a total proposed salary and benefits of $72,370. The prorated salary and benefits for the remainder of FY 2018 -19 is $54,278. The Sheriff's Office plans to cover this cost through a re- allocation of existing budgeted funds in its temporary personnel and contract services accounts. SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to this item: • GOAL: CREATE A SAFE COMMUNITY The reduction of risks from vehicle /traffic accidents, childhood and senior injuries, gang activity, substance abuse and domestic violence. RECOMMENDATION(S): The Manager recommends that the Board approve the creation of a permanent 1.0 FTE IT Analyst position and approve the re- allocation of existing budgeted funds totaling $54,278 from the Office's temporary personnel and contract services to cover the cost of the position in FY 2018 -2019. Information Technology Analyst Orange County Classification Specification Information Technology Analyst Job Class Code: 2210 FLSA Status: Exempt General Description Ensure optimal functioning and security of the County network servers and internet. Examples of Essential Functions A position may not include all the work examples given, nor does the list include all that may be assigned. o Ensure County network servers are functioning properly by, fixing errors, building and repairing servers, and installing Microsoft patches when needed; monitoring the effectiveness of antivirus software and needed serve space. o Install network printers and map individual computers to different storage drives. o Ensure operability of county internet by working with carrier to identify and resolve any problems. Knowledge, Skills, Abilities o Knowledge of current county operating system, applicable hardware, and user administration and security. o Knowledge of all Windows operating systems, computer hardware and software configuration. o Ability to research and design overall system tools for a variety of County systems. o Ability to operate bursting machines. o Ability to troubleshoot via telephone and train users. o Ability to engage a wide variety of county staff with varied technical backgrounds. o Skill in oral and written communication.
