Dear Ms. Baker:
The Orange County Affordable Housing Advisory Board (AHAB) met in April 2018 and
unanimously recommended the reappointment of two (2) current Board members, Ms. Tammy
Jacobs and Ms. Cain Twyman.
The AHAB members cited both ladies' knowledge, consistent participation as members and
community engagement as being very valuable to the work of the Affordable Housing Advisory
Board. Ms. Jacobs currently serves as the Vice Chair and Ms. Twyman represented AHAB for
the presentation to the BOCC.
The members of AHAB respectfully request that the Orange County Board of County
Commissioners consider the reappointment of Ms. Jacobs and Ms. Twyman.

community based HUD programs. I currently work with individuals with disabilities in their own
apartments and am very aware of the intersecting issues that impact housing access. In my
current position, I work with adults who are already housed and have the means to maintain their
housing.
Reasons for wanting to serve on this board:
Orange County is a thriving area, but I know that accessing housing is a hurdle. I would like to
have the exposure to local context to help be more involved and steer the direction of housing
access in our community.

I have conducted personal and professional research on the subject of affordable housing and I
have seen how necessary it is to the residents of any particular area. I have also done legislative

Reasons for wanting to serve on this board:
As stated earlier, I have a personal passion for this topic. Affordable housing is incredibly
important and without it many people are displaced. As a student at UNC Chapel Hill I know

Many of our constituents, live and work in Orange County, only because there is a source of
housing that makes it affordable for them to do so. Many have been homeless or disabled,
some for many years, and the opportunity to have a key and a place to call home provides the
self esteem that many take for granted. I believe being an advocate for affordable housing is an
honor and a responsibility.

If there was any funding provision for which the Board convened to consider an award, and it
related to Community Home Trust s mission, I would recuse myself. I would also be open to
recusing myself for any other real or perceived concern of the Board.

Owned a construction company that received the National EPA WasteWise Small Business
Award (associated with recycling and reuse of material in construction). I provide a sustainable
recommendation at the Community Home Trust staff meeting every week . Recycling has been
a major concern for nearly 40 years, starting with training my daughters on the importance of
being good stewards of our planet. That has lead to my oldest daughter, Amanda, becoming the
Executive Director of the Global Covenant of Mayors for Sustainability and Climate Change, now
based in Brussels, Belgium.
Reasons for wanting to serve on this board:
I believe the responsibility for being good stewards of our planet is very much taken for granted,
and I wish to be an advocate for doing the right thing for my daughters, my grand - children, and
the children of all future generations. I need to do more, not wishing to have to answer to future
generations about what I could have done, and provided less than a proactive response.

My experience in leading groups through change is what I feel I most bring to the table. Most
recently I served as the Moderator of the Governance Council for my church. My work included
rewriting and revamping the governance structure to permit the church to grow in a positive and
forward manner. Professionally I am a Biologist by trade and have spent most of my career
helping teachers to integrate science into all areas of the classroom. I have also worked as a
homeschooling teacher and have been able to meet families from all walks of life. This
experience has given me a first person view of how the rapid change in housing options have
impacted the diversity of the areas that we serve. I am incredibly passionate about keeping
Orange County accessible to all walks of life. We need doctors, teachers and food service
workers in all areas of this county to keep it vibrant.
Reasons for wanting to serve on this board:
I love Hillsborough and Orange County s economic and age diversity. It was what brought me
and my family to this area 23 years ago. I feel it is important to have this kind of diversity to
prevent a community from becoming too homogeneous and stagnant. I feel having this kind of
diversity is what defines Hillsborough. I fear that without affordable housing Hillsborough may
become similar to cities like Cary and Morrisville.
