Minutes of the Hoard of Commissioners
December 9, 1957
The Orange County Eoard of Commissioners met in special session on Monday, Decomber 9, 1957, at
o'clock a.m.
Members present: Chairman R. J, 'd. Hobbs, Commissioners Donald McDade, Dwight M. Aap,
. Stanford and Henry VYalkez.
Members absent: Nana
The minutes of the November meetings ware read and approved.
A road petition from Herman Davis was received and the Clerk was asked to forward same
the State Highway Department in Graham, N. C.
A group of citizens from the Aycock Community appeared. {Yilfred Phelps acted as spofcemnn

W. E. Murdock, District Solicitor, requested the Hoard to appoint an Assistant Solicitor
for Orange County, 1n order to expedite certain cases appeazing on the Superior Court Cal.andar~
and informed them that they had been given authority to make this appointment by the General
Assembly by a bill enacted this past session, same being Section 7-li3.Z of the General Statutes
of North Carolina. Mr. Murdock suggested that the present County So11c1tar, Hoy M. Cole, be

The Board requsst A, H. Graham, Covnty Attorney, to discuss with Roy Cola the proposal made

Chapman R. J. M. Hobbs was elected to serve a one year farm as Chairman of this Heard.
A letter was read from Mr. Hubert Farrar, concerning his recent inspection of the Jail plumbing.

Upon motion at Commissioner Stanford, seconded by Coamissioner McDade, and unanimously passed the

The Hoard discussed with W. ft. Roberta, County Jailer, the matter of replacing the Jail

William R. Kiaez, District Forester, spoke on behalf of the new forestry management progrmm
being instituted by the State. Upon motion of Camniissioner Ray, seconded try Commissioner McDade,
unanimously passed, the Hoard approved the new forestry management program being instituted by
State. Y?ith the understanding that the inital additional cost of initlatiag the program will
aken care of by existing Funds, and that all Jointly owned equipment will be divided between

C. E. Nornaday and Collier Cobb, Jz., stated that the tax assessment on their property known
Estes Hill, was in their opinion, not in line with property of similar value owned by their
petitions and requested that the Eoaxd reduce the tax assessment on this property. These gentlemen
'e told that they would be notified of the Board's decision at a later date.
Upon motion of Coamissioner Ate, seconded by Commissioner Stanford, and unanimously passed the

Dpon motion of Commissioner Ray, seconded by Cocmisaiener Pfalker and unanimously passes, L. R.
Cheek, tax lister for Chapel Hill Township, was authorized to use the showroom at Yates Motor
C®pagq as the tax listing place for Chapel Hill Township:

it Ives authorized that all County offices Would ba closed on December 2ly 25, 26, 1957, for
Christmas Holidays and on January 1, 1958, for New Years Holiday.
A letter from Hay 0. Mitchell, 210 17. University Drive, Chapel Hill, N. C„ was read. Mr,
Mitchell requested the Hoard to m+li ify tho late listing penalty on his 1957 tax bill. The Board
declined to remove this late listing penalty.
Upon motion oL Comnissi oner Stanford, seconded by Cormissioner Fay, and unanimously passed, Roy
M. Cole was appointed as Assistant Solicitor for Orange County. Mr, Cole'e salary was sot at 'v1.00.00
per Superior Court term until June 30, 1958.

The proposed electrlcalordinance, which had been dram by Frank ;Sorrow and J, Isonard Rosamond,
Orange County's electrical inspectors, was discussed. The Board agreed that the ordinance should ba
sukmi.tted to A. H, Oraham County Attorney, for his inspection sad opinion.
Upon motion of Commissioner Stanford, eoconded by Commissioner }7alker, and vnaaimouslp nassad,
Sam Gattis, County Accountant, was authorized to proceed with the negotations to have the trees
located on the south side of the new courthossse pruned.
Upon motion the Board ad,~ourned to met again on 17ednesday, December ll, 1957, at 1:90 p.m., at
the Tmvn Hall in Chapel Bill, N. C., and on Friday, December 13, 1957, at 9:30 a.m. as a Board of
Equalization and Review.
