Meeting: 6/2/17 Hillsborough

I. Welcome, Introductions and Brief Updates (Barry Jacobs)
a. Detention Center Site (Travis Myren)
i. Lease for jail site (not fruitful); now studying different locations. Thinking about
the parking lot of the Sheriff’s department.
1. There are technical difficulties to the parking lot at the Sheriff’s
department but they have an architect who is studying this matter.
2. No estimates at the moment;
b. Retirement of Public Defender of Public Defender James E. Williams (Cait Fenhagen)
i. First female Public Defender in 15B – Susan Seahorn
c. OCSO COORE (Chief Jamison Sykes)
i. The Sheriff’s vision is to have a more coordinated response to when overdose
incidents happen in the community
1. Three Step Process:
a. Investigatory Route: Tracking where users are getting supply
from and partner with other law enforcement agencies
b. Route to Treatment: Referrals and Services
c. Amnesty Route: People can come in without fear of
prosecution: people can come in and drop off their drugs or
simply report to seek help and they will be referred to Allison
Zirkel, LCSW, LCAS, in the CJRD.
d. Jail Peer Support Proposal (Troy Manns)
i. Freedom House Counselor and Peer Support Coordinator- Troy
1. Working with Steve and Julie Bailey of Josh’s Hope.
2. Working on a way to go inside the jails; looking to start as soon as
possible. By July, plans to go in.
3. Allison will work with the jails to identify people who will be appropriate
for the peer support. She will then send that to Troy. Troy will work with
the sentenced or pretrial inmates for about 60 days. Those individuals
will be housed together and Troy will work with them twice a week for
two hours. They will also be connected to the Program Josh’s Hope and
other resources in the community that could help them. Josh’s Hope
has donated additional funding.

II. Implementing a Reentry Council (Vincent Gaddy, Reentry Programs Manager, NCDPS)
a. Twenty-four-year employee with Department of Safety
b. NCDPS Reentry Vision
i. Getting Ready (Institutional Phase)
1. Partners with the DMV
a. DMV provides ID’s and driver’s license
ii. Going Home (Transitional Phase)
1. Prison case manager may contact Orange County
2. OC then reaches out to the former inmate
iii. Staying Home (Community Phase)
1. An individual who is doing a life sentence did not know what a cell
phone was.
2. Pitt and McDowell County has two huge local reentry programs that
Non-Profit Organizations are the Intermediary Agencies
iv. Local Executive Structure
1. Chris Long
a. Former Offender Specialist
i. His job is to assist people in the community with
criminal backgrounds identify employers
v. Funding is a possibility
1. If funding is granting, NCDPS will be here more often.
vi. New Hanover
1. Leading city in opiate addiction in the country
2. DA Ben David working on legislation where if John Doe has been in
prison for X years and has pending charges, he works with the courts to
try to get those charges removed. This takes pressure off the sheriff.
These are the types of things the Advisory Committee works on.

1. Community Colleges
2. The people who will actually meet the needs of the inmates.

1. Think about this agency!
ix. Implementation Challenges
1. Defining clear roles and responsibilities
a. This has caused local reentry councils to fall apart
2. Developing effective lines of communication
a. Some have Facebook pages- Keep the people UPDATED.
3. Identifying a strong fiscal agent (Intermediary Agency)
a. Have them do a strong presentation.
b. This is a point grading system.
c. This must be the strongest network in your network.
4. Develop and deliver seamless reentry services
a. The IA must understand human services and case management.
b. Build self-sufficiency.
i. Do not depend on governmental funding and grants.
5. Decide on single county v. multi-county approach
6. Develop a plan for sustainability funding
a. Utilize tracking system
7. Developing partnerships in the areas of Employment, Housing and
Transportation
x. Sustainability
1. Explore strategies for sustainability:
a. Create a five-year plan
b. Engage Advisory Committee members in identifying funding
sources;
c. Develop a sustainability proposal;
d. General outcome data reports showing results;
e. Prepare a presentation that shows impact of Reentry Council on
local community; and
f. Request technical assistance from NCDPS
III. Report from the Orange County Jail Mental Health Workgroup (Pam Weiden, Caroline Ginley,
Allison Zirkel, Dr. Carol Vanderzwaag, Ric Bruton)
a. Overview of membership and mission of the Group
b. Recent Efforts to address issues of the mentally ill in our Jail; Psychiatrist a priority and
funding now allows Dr. V’s contract work.
c. Allison Zirkels’s position and collaboration with Detention Center stakeholders. Provided
a case study of a successful MH intervention.
IV. The Collaboration Between the Orange County Partnership to End Homelessness and Criminal
Justice Stakeholders (Corey Root)
a. Funding Updates
b. Criminalization of homelessness overview
c. Coordination between service agencies
i. There are different paths from homelessness to stable permanent housing for
different people.
ii. Systems mapping
d. Outreach court
i. Overview of operation, Data, challenges,
ii. Most charges are voluntarily dismissed if there is compliance.
