Minutes Review and Approval The Council reviewed the minutes from August 2017. Penny Rich motioned for minutes to be approved with one correction and was seconded by Peggy Hamlett. Motion carried unanimously. Agency Roundtable Volunteers for Youth – Nicole Hunter is back at VFY working with the Community Service program again. Teen Court has served 8 and has a couple referrals pending. There will be an attorney training coming up October 14 and could use some volunteers (ages 13-18). Boomerang – Alternative to Suspension program has been slow up until this week. Year to date they have served 19 youth and have 9 there today. Continue to do the boys group at AL Stanback Middle School and have also been offering more afterschool activities. Dispute Settlement Center – They have been having a lot of problems getting referrals for the Family Table program and haven’t been able to run the program since last winter. Currently only have one open referral from JCPC for the Restorative Justice program. Freedom House – FAN is currently working with 7 parents and has served 11 year to date. Approximately one-third of their clients are court involved. The program is finally starting to see the low numbers that the other programs have been reporting for a while now. They had a workshop in collaboration with NAMI – Parents and Teachers as Allies, how to work with schools when your child is suffering from a mental health condition. On October 21 they will be doing a workshop with Dispute Settlement Center – From Bystander to Up-Stander. Common Sense Parenting class has scheduled 6 classes but was only able to hold about half because they haven’t been receiving the number of referrals that are needed to hold it. This month they are starting up a new Peer Parent Support Group that will be held the second Wednesday of the month at lunch time. DJJ Data – August: 0 distinct juveniles, 0 complaints, 0 approved for court, 0 juveniles diverted, 0 juveniles in detention, 1 juvenile in Wrenn House for 4 days, 1 juvenile on electronic monitoring for 21 days, and 0 juveniles committed to YDC. September: 3 distinct juveniles, 4 complaints, 2 approved for court, 1 juveniles diverted, 0 juveniles in detention, 0 juvenile in Wrenn House, 1 juveniles on electronic monitoring for 11 days, and 0 juveniles committed to YDC. JCPC Business Membership Vacancies – Peggy reached out to Janet Cherry about serving on JCPC but hasn’t heard back yet. Meg will reach out to the Superintendent of Chapel Hill-Carrboro City Schools to see about getting someone (Janet) appointed to as designee to represent CHCCS. Kate knows plenty of teens who may be able to serve as the Youth Under 18 representatives and will reach out to them. She does have kids who are interested but wants to run it by the parents first because it will involve some missed school to attend the meetings. Conflict of Interest Forms – All board members must sign a COI for the new fiscal year. Please complete if you haven’t already for this fiscal year and leave with Rebekah or Meg. Subcommittee Sign-Ups – Monitoring Committee happens during the month of January during varies days and times. You don’t have to be available to monitor all programs, but any would be a help. The Risk and Needs Committee also meets during January for a couple hours one day. This is when we sit down to review the data from the State and identify the risks and needs for our county that will then drive the RFP for FY 18-19 funding. Monitoring Committee: Sherita Cobb, Lee Barnes, Maren Hardin, Peggy Hamlett, Amanda Farris, Bernard Miles Risk & Needs Committee: Meg McGurk, Gayane Chambliss, Tami Pfeifer, Kate Giduz, Peggy Hamlett, Amanda Farris, Stephanie Jones, Jay Bryan (schedule permitting), Bernard Miles Announcements Orange County Schools SRO Symposium was held with summer and was a great success. Speakers/topics included school attorneys, working with children of incarcerated parents, mental health 101 for youth, working with Exceptional Children, working with McKinney-Vento children. JCPC helped by providing funds for lunch. OCS is also gearing up for their Red Ribbon Week (October 23-31). This is a week where they work with elementary kids around drug and alcohol abuse and promoting making good decisions (health and not bullying). Hidden in Plain Sight is gearing up to be held in December (during Toy Chest event) in partnership with Orange Partnership for Alcohol and Drug Free Youth and Social Services. This is a program where a “teen room” is staged and parents go through to see how many items they can identify that would indicate possible alcohol and drug use, as well as other risky behaviors. The program is in need of furniture, paraphernalia, posters, etc. to help stage the room. All items will be borrowed and returned. Question was asked about status of raising the age in NC for juvenile court and what the potential impact could be. Peggy attended Raise the Age conference a couple weeks ago with State personnel and that there is going to be a lot of planning, meetings, and discussions to determine impact on current programs/operations for each county and what additional resources. The State has talked about opening a new youth development center and bind-over facility. December 1, 2019 the new age increase is slated to take effect. Effective October 1, 2017, the law now requires that victims be included in the diversion process and they now have the right to appeal the decision. Law enforcement may now also call court counselors on a consultative basis and ask about any previous history of a juvenile they may be investigating to help make a decision on whether or not to file a complaint. Peggy will be serving on a JCPC Committee on the State level and will be looking at JCPC allocations, numbers, and services provided. Meg has offered to serve on that committee if there would be a spot available for her. Orange Partnership will be hosting an Operation Medicine Drop, along with a resource fair, up in the Cedar Grove community. They have distributed over 200 medication lock boxes in the past year through partnerships with DSS and other agencies. Nancy Coston, DSS Director, and Bonnie Hammersley, County Manager, are holding a youth convening meeting next week to get a feel for all of the youth services available in the county and who does what, if there are any gaps in services, etc. DSS was asked by Tanger Outlets to host a job fair for their stores for seasonal employment opportunities. The event will be hosted here, at Orange Works, on Tuesday, October 17 from 4pm to 7pm. Orange County Parks & Rec is hosting their annual Halloween Party at the end of the month and are tight on volunteers. If anyone is working with teens who need volunteer hours, this would be a great opportunity.
