PURPOSE: To consider a petition by North Carolina Department of Corrections (NCDOC) and North
Carolina Department of Transportation (NCDOT) for abandonment of Clarence Walters Road in
Hillsborough Township from the State-maintained Secondary Raad System.
BACKGROUND: NCDOC and NCDOT have submitted a petition to remove a 0.23 mile segment of
Clarence Walters Road, SR 1724, from the State Maintenance Program. Clarence Walters Road is
located off the east side of Churton Street (Old NC 86/SR 1009) south of Interstate-85. Clarence
Walters Road serves as a driveway for NC Department of Correction and NC Department of
Transportation facilities and is partially fenced.
The North Carolina Department of Transportation owns all property that uses Clarence Walters Road for
access. The 0.23-mile segment will continue to be maintained by NCDOT for agency use. A 0.03-mile
segment of the road will remain in the State Maintenance Program to provide public access to the
parking facilities for the North Carolina Department of Corrections Orange Prison Unit and North
Carolina Department of Transportation Maintenance.
NCDOT has investigated this request (see attached Secondary Road Abandonment Report) and has
submitted the petition to the Board of Commissioners for its review and approval. The board must take
an administrative action to approve the request to remove the right-of-way from the State Maintenance
Program in order for NCDOT to abandon maintenance of the 0.23-mile segment of Clarence Walters
Road.
FINANCIAL IMPACT: There is no direct financial impact associated with this decision item.
RECOMMENDATION(S): The Administration recommends that the Board approve the request to
abandon the above referenced portion of Clarence Walters Road from the State Secondary Road
Maintenance Program.
