Dear Ms. Baker:
The Orange County Historic Preservation Commission (HPC) reviewed the current applicants for
membership at its regular meeting on June 27. The HPC wishes to make the following
recommendation to the Board of County Commissioners to fill two vacant positions:
Appoint Rebecca Paxton to serve in vacant position #1. Ms. Paxton possesses a strong
background in historic preservation advocacy at the community level as well as
professional expertise in fund-raising and development for historic and cultural
institutions.
Appoint Paul Noe to serve in vacant position #3. Mr. Noe brings an extensive
background and professional training in historical archaeology, which will be a great
asset for the work of the HPC and will help us meet the state guidelines requiring that our
membership include a professional archeologist.
Both of these applicants have taken the initiative to attend HPC meetings and meet with staff to
learn more about the duties and activities of the HPC. Each brings special skills and training that
will be of great benefit to the work of the HPC.

Background, education and experience relevant to this board:
I would very much look forward to applying my professional training in the interpretation and
preservation of private and public historic residences, the identification and solicitation of funding
for preservation projects, and partnership with state and local elected officials to this volunteer
role. In my previous role as Manager of Foundation and Government Giving for Cheekwood
Estate and Gardens in Nashville, Tennessee, I took a leadership role in securing funding, public
support, and government engagement for a major architectural preservation project that
profoundly changed the interpretation of one of the region s preeminent cultural institutions. In
concert with this three-year preservation initiative, I formed meaningful relationships with
preservation advocates across the nation whose affiliations spanned historic homes and public
institutions to preservation-minded philanthropists and industry professionals. My educational
background is in classical studies, including coursework in art history and archaeology, as well
as Japanese translation.
Reasons for wanting to serve on this board:
Having moved to Chapel Hill from Nashville, Tennessee, a city that has been deeply impacted
by infill and a lack of preservation awareness, it has been a delight for me to spend the past year
discovering the neighborhoods and structures that have maintained their unique character in
Orange County. It would be a privilege to support these landscapes and places in the company
of those who share an appreciation for history.

I am trained as an archaeologist, holding a masters degree from the University of Alabama, a
further 5 years of graduate training and research from Syracuse University, and 2 years of
experience in section 106 compliance (cultural resource management) fieldwork and report
writing.
Reasons for wanting to serve on this board:
I am passionate about the preservation of all cultural heritage. Orange county has been the
intersection of a great diversity of peoples and ways of life extending thousands of years into the
past. Much of that history is invisible to current residents, existing literally under the surface of
our communities. It is my goal to promote a greater historical and cultural awareness within our
community and support the efforts of state and local employees and our elected officials in
protecting our cultural landscape as we develop and grow.
