BACKGROUND: On September 19, 2000, at the request of the Inter-Faith Council for Social Services, the BOCC adopted a resolution approving the notification of the 1994 Emergency Family Support and Shelter Task Force to participate on the Orange County Continuum of Care Committee with a letter from the Board Chair. The Continuum of Care is a community plan developed by the U.S. Department of Housing and Urban Development (HUD) that is designed to organize and deliver housing and services to meet the specific needs of homeless individuals and families as they move to stable housing and maximum self-sufficiency. Key components of the plan include: outreach/assessment; emergency shelter; transitional housing; and permanent housing. Counties are required to engage in the Continuum~of Care planning process in order to access available HUD funding far homeless families. The plan is developed by a Continuum of Care Committee comprised of representatives of, at a minimum, not-for-profit organizations, homeless persons and/or formerly homeless persons, service and housing providers, for-profit businesses, and local and/or state representatives. The Inter-Faith Council will serve as the lead agency for the Continuum of Care Committee.
