PURPOSE: To award two housing rehabilitation contracts for the HOME Housing
Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder.
Sealed bids were solicited from participating contractors on November 13, 2000. Bid results are
attached. Three bids were received for each unit with Taylor Home Improvements submitting
the lowest responsible bid for both dwelling units.
FINANCIAL IMPACT: The HOME Investment Partnership Program provides funding for this
program.

EXTERIOR:
1. Remove the steps up to the front yard. Install steps and handrails of pressure
treated lumber.
2. Remove the steps to the front porch, Install steps and handrails of pressure treated
lumber. Paint the handrails on the front porch. Paint to cover completely.
3. Remove the front and rear porch roofs and framing.
4. Reframe the front porch roof so that the new pitch is not less than a 4x12 pitch.
Install a 2xb header. Install'/z inch plywood, 1x6 fascia, and 12-inch soffitt.
Insta112x6 rafters.
5. Reframe the back parch roof so that the new pitch is not less than a 4x12 pitch.
Install 2x6 header. Install %z inch plywood, lxb fascia and 12-inch soffitt. Install
2x6 rafters.
6. Remove all trash and debris from the left and right side, back Yazd and from under
the porch.
7. Install vinyl siding and trim. Install vinyl, vented soffit and trim. Fur the windows
to accept J channel for the siding. Wrap the fascia and all window and door trim
with aluminum coil stock. Install siding on both porch ceilings. Wrap the headers
in aluminum coil stack.
ROOF:
1. Remove the roof covering to the sheathing.
2. Replace approx. 2001.f. of 1x6 sheathing.
3. Install 151b. felt, aluminum drip edge, three tab, twenty-yeaz shingles and new
plumbing boots. Install a shingle type ridge vent ventilation system.

4. Repair twelve rafter tails on the rear of the house.
5. Install 1x6 fascia on the front and rear of the house.
6. Remove the gable fascia and insta112x4 fascia.
7. Remove the chimney to below the roofline.
INTERIOR:
WINDOWS:
1. Replace all windows with double insulated, vinyl replacement windows and trim.
PAINT:
1. Prepare all surfaces for paint. Patch all holes. Prime all dark color walls with a
latex primer. Paint the walls with flat latex paint, the ceiling with ceiling white
latex paint, and the true and doors with semigloss latex paint. Paint the kitchen
and bath walls with semigloss latex paint. Paint to cover completely
FLOOR COVERINGS:
1. Install carpet and pad. Carpet to cost not less $14/yd.

Install vinyl floor covering in the kitchen and bath. Install shoemold and metal
trim. Vinyl to cast not less than$14/yd.
LIVING ROOM:
1. Remove the exterior door unit. Install a six panel, metal insulated door unit,
threshold and weather-stripping. Insta111ockset and deadbolt to be keyed the
same. Install a wide view peephole.

KITCHEN:
1. Remove the exterior wall and base cabinets. Remove the wall covering to the
studs. Remove the floor covering back eight feet from the exterior wall.
2. Replace approx. 161.E of sill plate with pressured treated, likesize lumber.
3. Replace approx. 16 l.f. of band with pressure treated likesize lumber.
4. Replace 6 floor joists with likesize lumber.
5. Insta113/4 inch subfloor, '/2 inch AC plywood finish floor. Install '/4 inch loan
plywood. Prepaze the plywood for vinyl.
6. Jack the floor to as close to level as possible, Install metal basement jacks set on
2ftx2ftx4in. concrete footers.
7. Insulate the exterior wall with R-15 batt insulation.
$. Install %Z inch sheetrock on the exterior wall. Tape and finish the sheetmck
smooth. -
9. Install a six panel, metal insulated door unit with weather-stripping and threshold.
Install a lockset and deadbolt to be keyed the same. Install a wide view peephole
and matching interior trim.
10. Install an aluminum over wood core storm door with pneumatic closurer and vinyl

HALL:
1. Remove the pull down attic stairway. Install an aluminum pull down unit and
trim.
BATH:
1. Remove the wall covering to the studs, up to the paneling. Remove the finish and
subfloor to floor joists.
2. Replace 81.f. of sill.
3. Install 3/4 inch subfloor, % inch AC finish floor.
4. Prepare the floor for vinyl. Install vinyl floor covering, baseboard, shoemold and
metal trim. Vinyl to cost not less than $14/yd.
S. Install %z inch moisture resistant sheetrock. Tape and finish the sheetrock smooth.
Install trim where paneling joins the sheetrock.
6. Install plastic tub enclosure with comer shelves.
7. Install a five piece accessory kit to include tumbler, paper holder, soap dish and
two towel bars. Anchor securely.
8. Install a medicine cabinet.
9. Install a six panel, wood door unit and lockset.
10. Install a full louvered door unit and closet lockset on the closet.
CENTER/REAR BEDROOM:
1. Install 3/8 inch sheetrock on the -ceiling. Tape and finish the sheetrock smooth.
Install bed mold.
2. Install a six panel, wood door unit and lockset.

1. Repair the door to close properly. Install a new lockset.
PLUMBING:
1. Install a 7-inch, stainless steel, double bowl kitchen sink, strainers, washerless
faucet, p-trap, supply lines and cutoffs for the kitchen.
2. Install a handicap commode, supply and cutoff in the bath.
3. Install a 24 inch vanity, molded marble top, washerless faucet, supply lines, p-
trap and cutoffs.
4. Install a washerless faucet and drain line assembly for the bathtub.
S. Install a washing machine box, make all supply and waste connections.
6. Connect the drain line to the sewer line at the street.
ELECTRIC:
1. Install GFI outlets in the kitchen and bath.
2. Install new fixtures for each room.
3. Install fixture and switch for the rear entrance.
4. Install porcelain, pull chain fixture in the attic.
MECHANICAL:
1. Install a gas pack heat and air system with insulated ductwork. Make all necessary
mechanical and electrical connections.
2. Remove the existing ductwork and furnace.

EYTERIOR:
l . Install an aluminum storm door with pneumatic closurer and vinyl sweep. Door to
have self-storing glass and screen, push button lock and key and life-time
warranty.
2. Remove the existing rear, basement soffitt. Insta113/8 inch, BC plywood and trim.
Paint the soffitt and trim with semigloss latex paint. Paint to cover completely.
3. Pressure wash the siding and decks. Secure all loose pickets aad decking.
4. Stain the decks with a gray stain /preservative.
5. Install aluminum, continuous gutter and downspouts. Install splashblocks under
each downspout.
ROOF:
1. Remove the front roof covering to the sheathing. Remove the existing chimney to
below the roofline. Install aluminum drip edge, 1 S-lb. felt and three tab, twenty-
year shingles.
2. Replace 501.f. of 1x6 sheathing.
INTERIOR:
LIVING ROOM:
1. Remove the existing picture window. Install three, mulled, double insulated,
wood windows sand trim. Cover the exterior of the windows with coil stock.
Paint the window sashes with semigloss latex paint. Paint to cover completely.

LEFT/REAR BEDROOM:
1. Install trim for the bifold closet doors.
HAIL:
1. Replace the pull down, attic access door with an aluminum pull down unit.
BATH:
1. Install six panel, wood door unit and lockset.
2. Prepaze the floor for vinyl. Install vinyl floor covering, shoemold and metal trim.
3. Paint the ceiling and trim with semigloss latex paint. Paint to cover completely.
KITCHEN:
1. Remove the lritchen base cabinets and finish floor. Cover the remaining cabinets
with plastic. Replace approx. 64 sq.ft. of subfloor with likesize material. Install %4
inch loan plywood.
2. Prepaze the plywood for vinyl. Install vinyl floor covering, shoemold and metal
trim. vinyl to cost aot less than $1 Myd
3. Paint the ceiling with ceiling white latex paint, the walls, cabinets and trim with
semigloss latex paint. Paint to cover completely.

4. Install baseboard and new door casing.
5. Install factory built cabinets with wood fronts and formica rolled edge counter
tap.
RIGHT/REAR BEDROOM:
1. Install a wood, double insulated window and trim. Cover the exterior trim with
aluminum coil stock. Paint the window sashes with semigloss, exterior latex paint
Paint to cover completely.
2. Remove the existing ceiling. Install 5/8 inch sheetrock. Tape and finish the
sheetrock smooth.
3. Install bed mold.
4. Install a bifold door unit and trim.
BASEMENT STAIRWAY:
1. Frame a new landing so that the first step has the same riser height as the rest of
the stairs. Install finish plywood, vinyl floor covering, shoemold and metal trim.
2. Install a waod handrail to be anchored to the studs.
BASEMENT ENTRANCE:
1. Paint the walls with semigloss latex paint, the ceiling with ceiling white latex
paint and the trim with semigloss latex paint.

LEFT/REAR BEDROOM:
1. Install a vinyl replacement windows and trim.
2. Fur the closet walls. Insulate the block walls with ~/< inch Styrofoam. Install %z
inch sheetrock. Tape and finish the sheetrock smooth. Paint the sheetrock. Paint to
cover completely.
3. Install a closet and and 1x12 shelf. -.
4. Install bedroom lockset for the entrance door.
RIGHT/REAR BEDROOM:
1. Install a six panel, wood door unit and lockset.
2. Install a vinyl, insulated, replacement window unit and trim.
3. Paint the ceiling with ceiling white latex paint, the walls with flat latex paint and
the trim with semigloss latex paint. Paint to cover completely.
BASEMENT BATH:
1. Secure the loose paneling on the shower wall. Install trim.
2. Finish the ceiling sheetrock smooth,
3. Paint the ceiling, walls and trim with semigloss latex paint. Paint to cover
completely.
ELECTRIC:
1. Install one outlet in the basement, right/rear bedroom.
2. Install GFI outlets in both baths and the kitchen.
3. Install the rear door floodlight properly.

4. Install a washerless faucet on the basement vanity.
5. Install a'/. inch pipe on the pressure relief valve.
MECHANICAL:
1. Install a register in the basement bath.
