Re: Recommendation for Animal Services Advisory Board Veterinary Vacancy
At its August 15, 2018 meeting, the Animal Services Advisory Board (ASAB) had the opportunity
to interview Lee Pickett, V.M.D. in regard to her interest and fit for the vacant community
veterinarian position on the board. On the basis of that discussion the ASAB unanimously and
recommends that the Board of County Commissioners appoint Dr. Picket to the ASAB. They do
so given her strong and clear interest in serving the community; her professional education,
practice and accomplishment including experience with shelter veterinary medicine; and her
prior experience with animal organizations as a leader as well as a companion animal
veterinarian.

Re: Recommendations for Animal Services Advisory Board Vacancies
At its June 20, 2018 meeting, the Animal Services Advisory Board (ASAB) considered candidates
for positions being vacated on the board. On this basis, the ASAB unanimously recommends
the following individuals to the Board of County Commissioners for appointment:
Bryan Stuart for the Hillsborough vacancy. This recommendation is made based not
only upon his residence but his general interest in the affairs of the ASAB and his
professional specialization as a herpetologist. While Dr. Stuart was not able to attend
the meeting, he and I spoke about the obligations and work of the ASAB and I conveyed
the content of our conversation to the ASAB for their consideration.
Lisa Wells for the retail pet supply vacancy. Ms. Wells attended the meeting. She and
board members discussed the obligations and work of the ASAB as well as her
background and interest. Ms. Wells owns and operates Paws at the Corner on Nash
Street in Hillsborough and she has experience with therapy dogs.

I hold B.Sc., M.Sc. and Ph.D. degrees in biology /zoology and am employed as a professional
zoologist (specializing in amphibians and reptiles). I have maintained or worked with domestic
and exotic animals in captivity for most of my life. The North Carolina Museum of Natural
Sciences is the designated recipient for venomous reptiles that are confiscated in violation of the
State s Article 55 legislation pertaining to public endangerment with venomous reptiles (captive
venomous snakes maintained in captivity in unsafe conditions). As such I have experience with
working in coordination with law enforcement and animal control in responding to cases of live
animals (in this case, venomous reptiles) being kept as pets inappropriately by members of the
general public. (I know that Orange County has its own county -level legislation banning the
keeping of live venomous reptiles, except as it pertains to research at UNC Chapel Hill).
Reasons for wanting to serve on this board:
I am a life -long animal lover and wish to offer my experience in helping to ensure that live
animals are maintained appropriately (legally, humanely, and safely) in my community.
Conflict of Interest:
Only in that my job may require that I consult or assist law enforcement /animal control with
confiscations of venomous reptiles in cases of Article 55 violations.

I have been a lifelong animal lover, pet parent, and conservationist. I began volunteering at

I have an undergraduate degree in zoology and a Juris Doctor degree. I am currently completing
a book on the history of animal control and sheltering in the United States. I founded and ran a
non - profit organization that rehabilitated and rehomed dogs rescued from puppy mills. When I
lived in Maryland I coordinated with rescues in the northeast to pull animals from shelters in the
mid - Atlantic and southeast and transport them to the rescues. I am currently a blogger on animal
shelter issues for the Huffington Post and a member of BlogPaws. I have blogged on animal
shelter issues since 2011 and have a popular Facebook page for my current blog, Out the Front
Door. I am familiar with social media promotion of animal issues.
Reasons for wanting to serve on this board:
Orange County Animal Services is already a good shelter, and I would like to assist it in taking
the next steps to become a model system and an example for the state. For example, Target
Zero and Humane Network are two respected consulting services that I believe would be
interested in working with the shelter to find a solution for feral cats. I think there is also room to
further improve the shelter s already good social media presence and its community
engagement.
