MINUTES
HUMAN SERVICES ADVISORY COMMISSION
JUNE 20, 1994
The regularly scheduled meeting of the Human Services Advisory
Commission was held on Monday, May 17, 1994, at 7:30 p.m. in the
Government Services Center meeting room, Hillsborough, North
Carolina.
MEMBERS PRESENT: Co- Chairs Jan Riordan and Karen Taylor, Jan
Schopler, Philip Cooke, Martha Branscombe, Mary Davison, Bev Foster
and Mary Bacon.
MEMBERS ABSENT: Shirley Siegel, Don Willhoit, Tony Dalton, Barbara
Warren, and Curtis Tyler, Jr.
STAFF PRESENT: Assistant County Manager Albert Kittrell and Deputy
Clerk to the Board of Commissioners Kathy Baker, Cooperative
Extension Director Fletcher Barber, Housing and Community_
Development Director Tara Fikes, and Public Health Director Dare
Reimer.

HUMAN SERVICE MANAGEMENT TEAM MEMBER REPORTS:
I. Housing and Community Development (H &CD): Director Tara
Fikes distributed an information sheet on the H &CD Department as
well as Section 8 information for both tenant and landlord. The
mission of -the Orange County Housing and Community Development
Department is to assist low /moderate income families and elderly,
handicapped and disabled individuals to obtain and maintain safe,
decent and sanitary housing at reasonable and affordable rates.
Four programs allow the department to achieve this goal. The are:
1) Small Cities Community Development Block Grant Program
2) HOME Investment Partnership Program
3) Section 8 Housing Assistance Program
4) Minimum Housing Code Enforcement Program
Copies of the hand -outs are in the permanent agenda file in the
Clerk's office.
2. Cooperative Extension: Director Fletcher Barber
distributed the Vision for the Future - 1992 -1995. This Vision for

the future represents a contract between the North Carolina
Cooperative Extension Service and the people of North Carolina
Cooperative Extension pledges to deliver education programs that
benefit individuals, families, communities and firms in addressing
those needs and concerns that they have helped to identify. The
identified needs and concerns and how they will be addressed are
encompassed in Visions for the Future. Through this four -year
program, the Extension Service is projecting a North Carolina with:
1) a productive and profitable agriculture;
2) a protected and enhanced environment;
3) stable communities
4) responsible youth; and
5) strengthened families

He also discussed the most recent Community Diagnosis. Recent
research has concluded that Public Health in America is in
disarray. It is underfunded and many of its important outreach
services have been cut back. The idea of "community" as patient
was lost. Public Health is being challenged to rededicate itself.
HUMAN SERVICES ADVISORY COMMISSION POLICY FORUM: The topics under
consideration for this year's forum were discussed. Those topics
were 1) issues related to the elderly, 2) violence in the
community, and 3) coordination and collaboration between human
service agencies.
Bev Foster indicated that the Board of Health is looking at
the issue of violence in the community as a public health threat.
Several other- community groups are interested in the community
violence topic. Those mentioned were Smart Start, Children In
Youth and the Human Services Coordinating Council. There appears
to be a great deal of support in the community for this issue being
chosen as a forum topic.
Several members spoke in support of the choosing Community
Violence as a topic and suggested that coordination could be
discussed in one of the breakout group.
After further discussion, community violence was chosen as a

topic for the upcoming Forum. The following HSAC members
volunteered to serve on the Forum Planning Committee: Chair Karen
Taylor, and Phil Cooke, *Bev Foster, Jan Riordan and Albert
Kittrell. If other members of the Commission would like to
participate on this committee the should contact Karen Taylor.
