The regular meeting of the Human Services Advisory Corzni.sslor_ was
held on Monday, June 19, 1995 at 7:30 p . m. in -the Government Services
Center, Cameron Street, Hillsborough, IT.C.

ORIENTATION 1��!"ETI'1 G: Tonv Dalton and Bev Foster hosted an orientation
meeting intended to share historical information regarding hurmzLn
services in Orange County as well as to answer questions. The
following new members attended this session. Chris Gurley, Barbara
R.ynerson, Sue Russell, Anita Daniels and Charlotte Jones. Orientation
packets and Orange County Information and Referral Guides were
distributed to new members.
Tony convened the meeting at 7:40 p . m. with meirber introdlIcti ons
and updates on-the Boards -they represent and other related concerns.
MINUTES: The minutes of the May 15th meeting were approved by
consensus.
MEMBER UPDATES: General concerns were voiced regarding the budget
uncertainties in the State Legislature and how they were likely to
affect the local human service coMMunity.
Tong Dalton, mentioned the "Carolina Alternatives" program which
is a Medicaid waiver program allowi_i( increased fLL-2�xiba.lity in ho�7

Developmental Disabilities conmunity does got seem- as comforta1.Dle wlith
the waiver as do those working with the mentally 1.1-1 . This program is
being handled on a per client bas-is thro;agh Carolina. T� d ternatives which
allows a certain amount of financial assistance for i.nd- ivi.dual clients
who were previously living in institutions and is being managed through
a Division of dental Health called Financial initiatives Section. He
mentioned that there is supposed to be a State match of funds for this
program, however, no money was budgeted for that. The State is asking

Phil Cooke, Department of Social Ser v ices repo -- ted

workers' focus has shifted t.rcm social workers to that of job placement
experts.
Barbara Rynerson, an at -large member and a member of the Orange -
Durham Coalition for Battered Women, reported on the d- .s con tinuance of
the Change Program. This program :Js a behavior-a-1 modification eff or t
directed to men who batter their spouses. She reported that the
Director of that program is continuing to explore the possibility that
another agency would take over this program in Orange County. He has
spoken with the Family Counseling Service in Durham and they are
considering this request.

UPDATE ON PROPOSED PESTRUCTURING OF HUMAN SERVICES BOARDS: Phil Cooke

Tony Dalton indicated that he would continue with his personal

scheduled for Monday, October 2, 1995 at the Friday Center. These
Annual Forums have centered around the human services community looking
at an issue and producing an outcome. All of the agencies attend and
appreciate the opportunity to study current issues TLz as net. "Tor?c

Bev Foster felt that information about what has happened in the
last year and where the hu nLan service community is headed is an
important piece of th-s Forum. The change that is happening

Shirley Siegel cor minted that it would he lase ul to help ?human

Sue Russell suggested an issue to consider was, "What kind of a
safety net does the County want to have for our conto.unity and how col? 1 '_
we implement that ?" It is important for staff to be able to handle the
changes and feel that they are not emotionally overloaded as the

transition and change and how to maintain a high level of personal and
professional effectiveness in the uncertain future of hu -,Lan serer ices?
It was suggested that the horning session in which presentation

is needed for cor mun.icating about these issues.
Tony Dal ton mentioned. that a fundamental ls:Sue at the State and
National level is the "discussion of whether government should have a
role in providing for the needs of citizens in the area of human
services. Many political conservatives hold the ideological view that
all human services should be funded through charitable contributions
and that government at county, state and national level has no businesz
getting involved in these issues.
Phil Cooke suggested that the Lori- m could be a facilitated

Tony Dalton said that in every1 . area of human services there are
areas of excellence as well as areas that could be viewed as failures.
For instance, we know that at -risk children need to be nurtured all the
way through their development and not just in t n e_ __ early years ,,7ith
tiia Head-Start program.
Sue Russell mentioned she has helped many hulmian services agencies
apply for funding through Smart Start. As a result of that work, it
has become clear that hu:r..Mn service pro�ri dens do not think like
business people. They do not think about outcomes in measurable ways.
They do not articulate strategies for reaching outcomes. T xis is a.
skill that can and must be learned. Human Services providers need to
change their thinking and behavior.
Tony Dalton mentioned that outcomes can b e articulated for h'Liill n
services. Providers can learn how to identify those outcomes and then
reach them. Many of the outcomes are already occurring and
professionals do not know how to track and report on them,.
Phil Cook mentioned that the cc.-,._T:ryun.ity reeds to dete- r-rdne the
desired outcome and that human service providers can then achieve them.
It is important that the com=nity first articulate what is desired.
Tony Dalton suggested hosting a Forum to discuss the shift which
is occurring in how we think about providinq services and how providers
can implement changes effectively. This would help to clarify where we
are headed and plan for that future. It would be the responsibility of
the provider to show that it is working.
A presentation on the posi Live potential of .less government-
involvement could be included in Che morning presentations. The
afternoon session could shift to how to articulate and measure
outcomes. Community involvement and collaboration in the outcomes
would pull in the themes from last year.
The term "outcome based (CCB" has come under a great deal of
attack and it would be helpful to use another 7,7ord.

his wife, were all suggested as possible presenters.
