ORANGE COUNTY BOARD OF SOCIAL SERVICES

THE ORANGE COUNTY BOARD OF SOCIAL SERVICES MET ON MONDAY: June 18, 2018 at the
Hillsborough Commons, Hillsborough, North Carolina.
BOARD OF SOCIAL SERVICES MEMBERS PRESENT: Tamara Dempsey-Tanner, Susie Enoch, Ann
Wilkerson and Pat Garavaglia.
GUEST: None.
BOARD OF SOCIAL SERVICES MEMBERS ABSENT: Earl McKee.
STAFF PRESENT: Nancy Coston, Director; Lindsey Shewmaker, Human Services Manager; and Crystal
Mitchell, Human Services Manager.
I. Call to Order and Introductions
DSS Chair, Tamara Dempsey-Tanner, called the meeting to order at 4:10 pm.
II. Board Comments
Pat Garavaglia thanked everyone for checking on her. Tamara Dempsey-Tanner noted it was good to
see her back at the meeting.
III. Public Comments
None.
IV. Agenda Changes
None.
V. Action Items
On a motion by Susie Enoch, the Board approved the minutes of June 1, 2018. Tamara Dempsey-
Tanner seconded the motion. The motion was carried without dissent.
VI. Items for Discussion and/or Decision
1. Director’s Report
The Memorandum of Understanding between Orange County and the North Carolina Department of
Health and Human Services containing the performance measures is on the Board of County
Commissioners’ agenda for tomorrow night. Nancy Coston is not aware of any county refusing to
sign the agreement and expects the County to sign the document. There are three other DSS items
on the agenda including funding recommendations for the Justice Partnership (JCPC), the
Community Child Protection Team report, and the contracts with Inter-Faith Council (IFC) and
Orange Congregations in Mission (OCIM).
2. Executive Session
One a motion by Pat Garavaglia the Board moved into closed session to discuss the Director’s

evaluation pursuant to § 143 318.11(a)(6) and § 143 318.11(a)(1) referencing § 7B 2901. Tamara
Dempsey-Tanner seconded the motion. The motion was carried without dissent.
VII. Announcements
Tamara Dempsey-Tanner moved to adjourn the meeting at 5:25 pm. Susie Enoch seconded the motion. The
motion was carried without dissent.
