BACKGROUND: Funds have been included in the FY 2000-01 Solid Waste/Landfill Operations Fund budget for the purchase of a Vertical Baler. The baler will be used to bale metal during recycling processing, and will serve as a back up to the existing horizontal baler for the rest of the material. Bids were solicited from sixteen vendors. Two bidders responded. Bids were evaluated by staff. Tri-State Process Equipment Company of Monroe, North Carolina submitted the lowest responsible bid that was responsive. Their bid was for a Selco Model V5-XHDSA at a net delivered and installed cost of $24,500. The new baler is to be used to bail steel and aluminum cans. The existing baler has been used to bale both metal cans and plastic; however, it is not designed to adequately bale metal, which is more difficult to crush. Improperly bailed cans reduce the number of cans in a bale and cause the bale to not be as tightly tied. Additionally, there is frequently limited space to manage both materials within the queuing space for materials waiting to be bailed at the single bailer. Staff consulted with UNC solid waste management staff regarding the possibility of collaborating on metal baling. UNC does not presently have baling equipment, and opportunities in the near term for joint use of a machine appear limited based on existing County and UNC operational setups. However, Solid Waste Management staff consult regularly with University staff regarding areas of possible collaboration on solid waste management, and UNC has a designated representative who attends Solid Waste Advisory Board meetings while the University considers whether it wishes to become a full partner in the interlocal agreement on solid waste management. z FINANCIAL IMPACT: Total cast of the equipment acquisition, if approved by the Board, would be $24,500. Sufficient funds are available within the FY 2000-01 Solid Waste Management budget, with $22,500 budgeted for this equipment and the additional $2,000 available from underexpenditures in other capital accounts. RECOMMENDATION(S): The Manager recommends that the Board award the bid to Tri-State Process Equipment Company of Monroe, North Carolina in the amount of $24,500; and authorize the Purchasing Director to execute the necessary paperwork.
