PURPOSE: Authorization to submit Legal Advertisement for publication
BACKGROUND: A special public hearing is scheduled for December 12, 2000. A summary of
each item proposed for public hearing is provided. The text of specific changes will be sent to
the BOCC approximately November 28, 2000 and staff will be available for questions prior to
the public hearing.
Requests:
• CONSIDERATION OF ECONOMIC DEVELOPMENT DISTRICTS (EDD) WITHIN
MORATORIUM AREAS
A task force consisting of Orange County and Town of Hillsborough elected officials and
staff have been working on amendments to the location, land use, and zoning approval
processes of the EDD in and around Hillsborough near the intersection of I~0/Old NC86, I-
85/Old NC86 and I-85/NC86.
Four issues will be presented at the public hearing.
a. Creation of a "Limited Office" zoning district in the Orange County permitted use
zoning tables. The new district would permit primarily community and regional
office development with accessory restaurants.
b. Creation of an "EDD/Special Use Entranceway Overlay District." This district
would include a set of general and specific standards for development to be
reviewed concurrent with the special use rezoning and permit.
c. Zoning of parcels near the intersection of I-85/NC88 to "Limited Offce." These
parcels were shown as 3a and 3b on the June 6, 2000 moratoria map (see
attached) including approximately 77 acres. These parcels can continue their
present activity pursuant to existing zoning codes if presently developed. If the
site is undeveloped or previously noted site is to be redeveloped, then the parcel
would be developed consistent with Limited Office district or request rezoning
through a special use rezoning and permit process. These parcels would also
be removed from the moratoria.
d. Time period extension for the EDD moratoria area near I-40/Old NC86, and I-
85/Old NC8fi, These parcels include approximately 768 acres and were noted
on the June 6, 2000 moratorium maps as parcels A, 1 and 2 (see attached).
The extension is proposed from the original 6 month period ending January
2001 to April 2001 where the moratorium will expire on said parcels. The
Orange County/Hillsborough Economic Development Districts Task Force is
conducting open meetings on a regular basis to complete its amendments to the
EDD guidelines and regulations.
FINANCIAL IMPACT: There is no financial impact associated with this decision.
Advertisement costs are included in the departmental budget.
RECOMMENDATION(S): Administration recommends APPROVAL of the items for the
December 12, 2000 Public Hearing.

A public hearing will be held in the Southern Human Services Center, 2501 Homestead
Road, Chapel Hill, North Carolina, on Tuesday, December 12, 2000, at 7:30 p.m. for the
purpose of giving all interested citizens an opportunity to speak for or against the
following items:
Copies of the public hearing material will be available for review in the Planning
Department, 306E Revere Road, Hillsborough, North Carolina after November 27, 2000.

Changes may be made in the advertised proposals that reflect debate, objections,
presentations, comments and discussion at the hearing.
