BACKGROUND: Various renovations have been accomplished at the Planning and Agriculture Building over the past two years. The latest phase of renovation involves the installation of windows in the east and west exterior walls, as well as construction of walls within the Planning Department space. State law requires that plans and specifications for repair or construction be prepared by a registered architect and/or engineering if the following conditions exist: • When public buildings or sta#e-owned and operated utilities are to be built or added to at a cost of more than $45,000 in public money; or • When repairs that include structural change in framing or foundation support systems are to be made to a public building and the cost is more than $45,000; or • When repairs not involving such major structural change are to be made to a public building and the cost is more than $100,000. Since the building was previously built and used as a supermarket, the structure is such that cutting openings in exterior walls could present structural issues that would by statute require the seal of an architect/engineer to be placed on the plans. In order to ensure compliance with the Law and to ensure that we do not face the potential consequences of inadequate support, we are proposing to have an analysis of the structure completed before work is commenced. The cost of this work would be $1,500. If the results of the structural analysis reflect that the window openings present problems with the structural integrity of the building, we would require the consultant to design the solution, produce construction documents for bidding and provide observation of the work after the bid was received. This would divert the associated liability of the solution's design away from the County. All work included in the bid would be incorporated into the construction documents prepared by the consultant so the plans could be sealed by a licensed architect/engineer, commensurate with State law. The cast of the additional work would be $5;700. The total cost would therefore be $7,200. FINANCIAL IMPACT: The total cost of this work would not exceed $7,200 and would be paid from the Planning and Ag Building Capital Project Account in the 10-year Capital Investment Plan, as approved by the Commissioners in June 2000. RECOMMENDATION(S): The Manager recommends that the Board authorize the Manager to contract with Corley Redfoot Zack Architects to complete the work as stated, at a cost that shall not exceed $7,200; and authorize the Purchasing Director to execute the appropriate paperwork.
