PURPOSE: To approve a budget ordinance amendment and Pathways Elementary School
Construction Capital Project Ordinance.
BACKGROUND:
Department on Aging
1. On October 17, 2000, the Board of County Commissioners approved the receipt of training
funds for the Department on Aging's Caregiver Outreach Program. Anticipated monies from
Carol Woods and the Triangle J Council of Governments to fund the program total $7,950.
This budget amendment provides for the receipt of these funds (column 1, attachment 1).
Pathways Elementary School Construction Project Ordinance
2. The Orange County School system is preparing for opening of Pathways Elementary School
in December 2000. Over the past few months, there have been several change orders
issued for various items. In addition, the system is in the process of ordering furniture and
equipment for the new school. This budget amendment increases the project budget by
$1,790,644 (the amount needed to cover the items mentioned above) bringing the total
project-to-date budget to $12,972,720. This total includes one-time start-up costs of
$235,000 approved by the Board of Commissioners on November 1, 2000. Once the
elementary school is completed and the project closed, the school system anticipates
transferring project savings (estimated at this time to be in the neighborhood of $1.3 million)
to the new high school project. (see Attachment 2, Pathways Elementary School
Construction Project Ordinance).
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
adopt the attached budget ordinance amendment and Pathways Elementary School
Construction Capital Project ordinance.

Pathways Elementary School Construction (Phase 4)

Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby adopted.

Section 1. The project authorized provides funds to construct a new elementary school in the district. Proceeds
from the 1997 bond referendum, State bond funds, impact fees, and a fund balance appropriation
from the School Capital Projects Fund finance this project.
Section 2. The officers of the County are hereby directed to proceed .with the project within the budget
contained herein.
