PURPOSE: To consider approving a contract with Dixon Weinstein Architects for design
services associated with the construction of a building in which to locate the administrative
offices of the Solid Waste Management Department,
BACKGROUND: The University of North Carolina is requiring the Town of Chapel Hill to
vacate their current Public Works site on Airport Road at the expiration of the lease on January
1, 2007, That will likewise necessitate the relocation of the County's Solid Waste Management
Department, which is currently housed in a modular building at the same location. The
proposed building is to be sited on Eubanks Road Landfill property pursuant to the Solid Waste
Facilities Master Plan that was approved by resolution of the Board of Commissioners in
October 2001, The Board of Commissioners discussed and endorsed the conceptual planning
for this facility at their April 12, 2005 meeting,
Requests far Proposals were solicited from firms interested in providing design services for the
new facility, which is estimated to be sized within an approximate range of 6500-7000 square
feet. Three firms submitted proposals: Dixon Weinstein Architects, DTW Architects, and a joint
proposal from Alicia Ravetto and Brown and Jones Architects, After all firms were interviewed,
the selection panel recommends Dixon Weinstein Architects for the design work,
Historically, the Solid Waste Department has placed strong emphasis on environmentally
friendly practices, particularly as it respects the use of recycled products, The proposed facility
presents unique options in the utilization of the use of recycled building products as well as
other sustainable design elements, such as those included in the High Performance Building
Standards for Sustainable Design of Public Facilities as developed through Triangle J COG, In
keeping with the Board's guidance, materials from deconstructed buildings on County property
will to the extent practicable be incorporated in the construction of this facility. The Dixon
Weinstein team brings significant body of previous experience in sustainable design, including
their work with Orange County on the Skills Development Center and many others. Further, the
Board will note that the cost proposal includes a feasibility analysis far using alternative energy
(landfill gas) to heat the facility, which is unprecedented in a County building.
Commissioners noted at the April12 meeting that with expanded meeting space in this facility
that would be on the order of the size of the public meeting room in the Government Services
Center in Hillsborough, it would be prudent for this building to be connected to sewer rather
than to rely on an on-site septic system or alternative wastewater treatment system. As the
parcel on which this building will be constructed is in the Rural Buffer, the Board should formally
determine at an appropriate time that this building is an "essential public facility". Under the
County's land use regulations, that designation is a specific exception to the general provision
that water and sewer utilities are not extended into the Rural Buffer,
The Solid Waste Department is aware of the importance of ensuring that any new Eubanks
Road waste management facility is in harmony with Rogers Road Neighborhood community
standards of appearance, The Solid Waste Management Department will coordinate design
and site development issues with the Solid Waste Advisory Board (which includes a member
from the neighborhood) and will develop a design and construction process that invites input
from the neighborhood at each key phase of the project.
FINANCIAL IMPACT: As noted in the accompanying architect's cost proposal, the design fees
for this project are quoted at $124,800. This amount includes $14,500 far feasibility analysis of
high performance mechanical engineering, wastewater management and alternative energy,
The quotation also assumes that the County will connect to nearby OWASA sewer lines, If the
County were to pursue an onsite septic system design, the quoted fee would increase by
$1,500 to $126,300.
The construction budget is estimated at $900,000, which includes the building and site work,
but does not include the design fees, Funding for the design and constn~ction will be covered
through a combination of existing reserves and debt financing, all of which would be paid
through the Solid Waste Enterprise Fund,
RECOMMENDATION(S): The Manager recommends that the Board award a contract to Dixon
Weinstein Architects in an amount not to exceed $124,800 for the design of the Solid Waste
Administration Building to be located on landfill property on Eubanks Road, Chapel Hill; and
authorize the Chair to sign a contract on behalf of the Board, subject to final review by staff and
the County Attorney,

subsequent telephone conversations and emails
We are pleased to offer the following regarding design fees for a building of 6,500 -7,000
square feel serving 25-30 people with an anticipated construction cost of $900,000:

As you suggested, we have removed septic system design from the scope of work and assumed
the project will lap on to new sewer extension al the properly line In the even) county does not
bring sewer to the project properly, the inlegraled water management design line will increase by
$3,000 We would apply $1,500 from the Basic Services Tine to Thal amount, so the net increase
in deisgn fee would be $1,500
