PURPOSE: To consider a nomination for aCounty-Appointed Animal Cruelty Investigator.
BACKGROUND: Since September 1994 the Board of Commissioners has annually appointed
or reappointed one or more employees of the Animal Protection Society to acct as County-
Appointed Animal Cruelty Investigator(s) under Chapter 19A. Chapter 19A its a law which
provides a civil remedy for cruelty to animals. The Board of Health has revi wed this
nomination and recommended forwarding the nomination of Dean Edwards~o the Board of
Commissioners for appointment.
Mr. Edwards is an employee of the Animal Protection Society and has recei~ed special training
in this area as detailed in Ms. Sanford's letter.
FINANCIAL IMPACT: The investigator serves as a volunteer, at no salary dust to the county.
RECOMMENDATION(S): The Manager recommends that the Board of Commissioners re-
appoint Dean Edwards as aCounty-Appointed Animal Cruelty Investigator for 2000-2001.

Dear Dr. Summers:
APS requests reappointment of Dean Edwards, APS Associate Director, to
Orange County-appointed animal investigator. Dean has added training to his
resume,' including certificate for fi hours of instruction in 19-A investigations by
Amanda Graham, and a certificate fortwo-days of "Chemical. Immobilization°
instruction. He planned and hosted the APS/HSUS/NC 3-day "1999 Equine
Investigation Workshop" and supervised. the planning of the 2000 3-day event.
Dean attended the recent SARI sponsored Incident Command System training
for levels 100 and 200, and he has started work on level 300.
Dean received an. AA in Business Administration from Manatee Community
College before becoming Director of the SPCA of Polk County, Florida. He was
also a general manager at a radio station and has excellent presence and people
skills. He has solid experience in animal investigation both at APS of Orange
County and in Florida.
Dean received certification from the Humane Society of the United States for
°Disaster Animal Response Training," He was certified as an Animal Euthanasia
Technician in Florida, and attended a certification workshop in "Shelter Design
and Renavations.° Dean attended and received a certificate from the national
Emergency Animal Rescue.5ervice workshop on disaster response.
