PURPOSE: To consider amending the Orange County Classification and Pay Plan by:
• Establishing a new class of Management Analyst II at Salary Grade 69. Salary Grade 69
has a hiring range of $33,052 - $40,173.
• ~ Changing the title of the existing Management Analyst class at Salary Grade 67 to
Management Analyst I, still at Salary Grade 67. Salary Grade 67 has a hiring range of
$29;979 to $36,440.
BACKGROUND: The duties and responsibilities of the Management Analyst position in the
County Manager's office have changed over the last few years. Because of this, the County
Manager requested that Personnel conduct a classification and pay study of the position to
assess the duties and responsibilities now assigned and changes since the last review. These
changes include:
• Implementation of the Criminal Justice Partnership Program in 1995, including such
functions as community needs assessment, grants development and administration, and
program development (Pre-Trial Release, Satellite Substance Abuse Center and Mens'
Halfway House).
Development and implementation of the consolidated Orange-Chatham Justice Partnership
Board in 1999. This merged the existing Criminal Justice Partnership Board and the
Juvenile Crime Prevention Council. The objective has been to identify, develop and monitor
programs to enhance the local criminal justice system in the areas of both adult and juvenile
justice. The impact of this has been expanded responsibility for program development,
proposal review, program evaluation, grant administration, contract development with
participating agencies and staff support to the 50 plus member board.
• Assumption of supervisory responsibility for the new Criminal Justice Program Coordinator
position.
The Management Analyst continues to write, publish and coordinate distribution of informational
materials about County services, write press releases and coordinate public information efforts
during crises or disaster situations such as hurricanes or tornadoes.
Personnel has completed the classification review. Based on the review of the duties and
responsibilities, it is recommended that the Management Analyst be reclassified from
Management Analyst at Salary Grade 67 to the new class of Management Analyst II at Salary
Grade 69. It is recommended that the existing class of Management Analyst be retained as
Management Analyst I, still at Salary. Grade 67.
FINANCIAL IMPACT: Funds to implement this change are available within the approved budget
for fiscal year 2000-01.
RECOMMENDATION(S): The Manager recommends the Board amend the Classification and
Pay Plan 'by:
• Establishing the new class of Management Analyst II at Salary Grade 69.
• Changing the title of the existing class of Management Analyst at Salary Grade 67 to
Management Analyst I, still at Salary Grade 67.

MANAGEMENT ANALYST II
GENERAL DEFINITION OF WORK:
Performs difficult professional and intermediate administrative work in the County Manager's
Office implementing and developing the Criminal Justice Partnership Program, as well as other
project initiatives and coordinating the County's public information and relations efforts; does
related work as required.
Work is performed under general supervision. Supervision may be exercised over subordinate
clerical and technical personnel.
TYPICAL TASKS:
Implements and develops special project initiatives such as the Criminal Justice Partnership
Program and Juvenile Crime Prevention Council;
Conducts community needs assessments;
Responsible for grant writing and administration, program development, contract administration,
and program evaluation for new programs such as the Pre-Trial Release Program, Satellite
Substance Abuse Center and Mens' Halfway House;
Identifies, develops and monitors programs to enhance existing initiatives such as the
consolidated Orange-Chatham Justice Partnership Soazd;
Works with County Attorney and participating agencies to develop contracts and memorandum
of agreements;
Serves as staff support to a 50 plus member advisory board;
Meets and negotiates with elected officials, County Managers, attorneys, school superintendents
and other key leaders in both Orange and Chatham Counties regazding policies, rules and
regulations;
Writes, publishes and coordinates distribution of informational materials about County services;
Writes press releases and develops audiovisual presentations;
Coordinates county public information efforts, especially during crises or disaster situations such
as hurricanes or tornadoes;
Supervises, reviews and evaluates the work of subordinates;
Performs related tasks as required.
KNOWLEDGE SKILLS AND ABILITIES:
Thorough knowledge of the organization, functions and programs of County government;
thorough knowledge of County policies and procedures; ability to comprehend program goals,
objectives and operations; thorough knowledge of the methods for preparing public
informational materials and obtaining their effective release through available media; ability to
interpret and apply policies, guidelines, and regulations; ability to establish and maintain
effective working relationships with County officials, employees, community agencies, private
organizations and the general public; ability to speak effectively before various groups; ability to
communicate effectively in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited
college or university with major course work in public administration, public relations,
communications, journalism or related field and at least two years experience in
program development, implementation and evaluation; public information; public relations or

MANAGEMENT ANALYST I
GENERAL DEFINITION OF WORK:
Performs intermediate professional and administrative work providing analytical support to
various projects and assisting with the County's public information and relations efforts; does
related work as required.
Work is performed under regular supervision.
TYPICAL TASKS:
Conducts research and data analysis for the Manager and Assistant Managers in preparation far .
meetings or in conjunction with ongoing projects;
Serves as County representative to various citizen advisory boards, committees and community
interest groups
Prepares and presents reports on complex issues;
Convenes forums to assess needs and input for community issues;
Applies for and secures grant funds;
Ensures that program agreements and funds are approved by Soard of Commissioners;
Attends and participates in meetings involving the development and implementation of new
programs;
Serves as staff support to board and committees;
Writes press releases;
Serves as public relations resource to various boards, commissions and advisory groups
throughout the community;
Drafts and develops informational materials including brochures, flyers and audiovisual
presentations;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of the organization; functions and programs of County government; general
knowledge of County policies and procedures; ability to comprehend program goals, objectives
