March 19. 2001. 5:30 am. Government Services Center, Hillsborough, NC Members Present: Debbie Kinert, Co- Chair, At -Large Rosetta Wash, Co- Chair, Interfaith Council Marvin Block, Advisory Board on Aging Louise Echols, At -Large Mel Hurston, Board of Health Lynette Jeffries, Cooperative Extension Donald David Thompson, Jr., At -Large Rebecca A. Young, At -Large Hudson Fuller, At -Large MEMBERS ABSENT: Mary Bowe (substituting for Dee Gamble) Dee Gamble, Chair, Board of Social Services Barry Jacobs, Board of County Commissioners Sue Russell, Partnership for Young Children Karen Current, At -Large STAFF PRESENT: Sharron Hinton, Management Analyst STAFF ABSENT: Albert Kittrell, Assistant County Manager; Corinthia Barber, Staff Support; Nancy Paciga, Staff Support. Welcome and Members' Updates - Rosetta Wash, Chaired the meeting. Debbie and Rosetta have agreed to take turns alternately chairing the meetings. Rosetta will also chair the April meeting, because Debbie will be out of town. Approval of minutes of February 19, 2001, was made with a correction paragraph 8, lines 33 -38, which should read, "Debbie Kinert reported on the N.C. Self- Determination Leadership Network funded through Robert Wood Johnson to enable folks with developmental disabilities in statewide self- determination. Debbie was asked as a member of that group to go the legislative oversight committee meeting on mental health reform and, as a part of that endeavor, she got involved with the mental health, developmental disabilities, substance abuse - ombudsman possibility for the State. Debbie is also leading a work group to provide information to Representatives and Senators about this. If anyone would like to, they the may join this work with this group." Member Updates were given by each member present on the recent activities of each one's organization. Reappointments were discussed. Ms. Jeffries does not wish to be reappointed because of increasing personal time commitments. She said she has asked Mr. Fletcher Barber, Director, Orange County Cooperative Extension Service, to find a replacement to represent the Extension Service on the Human Services Advisory Commission. Nancy Paciga - Last night's meeting synopsis Page 2 Ms. Echols said that she would like to be reappointed to a second term. Setting date of April Meeting There had been some discussion among staff that the Commission would not be able to meet at the set date of April 16, 2001, because it is Easter Monday. However, the Commission decided to meet on the set date, the third Monday, April 16, 2001. Review of Funding Applications for Non - Profit Organizations - 1.0verview and Instructions - Co- Chairs and Sharron Hinton, Management Analyst, County Manager's Office 2. Breakout Review Groups - All members present. The members finished reviewing and making notes on all of the funding applications. There were three break out groups. One group turned in its recommendations to Sharron; the other two finished the review, but would like to type the notes and will email those to Sharron in the near future. 3. Summary - Sharron Hinton - she was very pleased that the Review of the Funding Applications was accomplished this evening and thanked the members for their hard work.
