HUMAN SERVICES ADVISORY COMMISSION
MISSION STATEMENT
The collective mission of the human service providers and funders
of Orange County is to create a c000'rdinated, efficient, and
effective network of public and private resources that provides a
continuum of preventative and ameliorative services. These
services should be client- centered, accessible, offered at a
minimum cost, and meet the needs for human development and daily
living of individuals, families, and the community. This network
should embody the community's values of caring, respect, diversity,
economic opportunity, optimal health, safety, and the enhancement
of self-worth. Services should be supported by a citizenry that is
informed and educated about the issues of human services.
DEVELOPMENT OF A MISSION STATEMENT FOR ORANGE
COUNTY HUMAN SERVICES
March 1992
The Human Services Advisory Commission has been working to facilitate the
development of a mission statement that will guide the delivery of human services in
Orange County. This mission derives from the vision created by the participants at the
September 1991 HSAC Policy Forum. The mission statement is a general description
of a guiding philosophy that can be used to help shape the future as we decide how to
coordinate services, allocate resources, and assess the ultimate accomplishments of
our programs.
In conjunction with this effort to establish a common mission, the Task Force for the
Future of Human Services is developing a proposal for a planning process.that will
promote further coordination and information - sharing among funders and providers.
Action Requested:
We hope that major funders, coordinating groups, the nonprofit agencies, and
governmental departments represented on HSAC will present this statement to their
Boards or Executive Committees and obtain their feedback by May, 1992.
Please inform the Human Services Advisory Commission of the action your Board
decides to take. You may contact individual members of HSAC, or contact Kathy
Baker in the County Commissioners' Office (732 -8181, 967 -9251, extension 2125).
The Mission Statement will be revised based upon the comments received and
included with the final report of the Task Force on the Future of Human Services in
July 1992. The mission and the proposed planning process will then be shared with
the human services community.
