HomeMy WebLinkAboutHuman Services Advisory Commission backgroundi' s ADOPTED: January 17, 1989 Revised: September 18, 1990 Revised: June 5, 1995 ORANGE COUNTY HUMAN SERVICES ADVISORY COMMISSION 1. CHARGE The Human Services Advisory Commission shall be responsible for making recommendations to the Board of Commissioners concerning human services programs in the County in order to improve the quality of life. Human Services Advisory Commission shall develop, review, and periodically evaluate human services programs. The Human Services Advisory Commission shall also function in an advisory capacity, providing counsel to human services agencies, commissions, and other groups within the County. 2. ROLE OF HUMAN SERVICES ADVISORY COMMISSION The Human Services Advisory Commission shall be a planning and evaluative body with the following specific duties: A. Improve the coordination of the County human services delivery system. B. Assessment of human services needs in the County. C. Evaluation of the level and availability of human services delivered by County departments and other agencies. D. Recommendations for improving the family orientation of the County human services delivery system. E. Studies and projects as requested by the Board of Commissioners. F. Advisory review of non - departmental Human Services Agency budget requests, once received by the County Manager's office. The format of budget review would focus on the following: a) Results being achieved by non - departmental agency. b) Coordination of service delivery with other human services agencies, both public and private. c) Clear delineation between continuation or expansion budget requests. The Human Services Advisory Commission would make recommendations to the County Manager for consideration in the Manager's budget presentation to the Board of County Commissioners. Concerns and unanswered questions would be passed along at the same time. Also, they will indicate the Agencies with whom the Manager should have individual conferences. G. Convene an annual Human Services roundtable discussion regarding new human services initiatives, gaps or overlaps in the County human service delivery systems. County Human Service Board members, Department Heads, United Way of Chapel Hill, Carrboro Human Service Advisory Commissions, and appropriate University representatives (Schools of Public Health, Social Work, etc.) would be invited. H. Advocate for human services policies already adopted by the Board of Commissioners or recommend general policy statement for the Board of Commissioners consideration. Note: Advocacy role should not preempt roles of advocacy already established by- current public boards (DSS, Health, Aging) 3. AUTHORITY /JURISDICTION OF THE HUMAN SERVICES ADVISORY COMMISSION_ AS IT RELATES TO THE BOARD OF COMMISSIONERS, NON- DEPARTMENTAL HUMAN SERVICES AGENCIES AND MANDATED HUMAN SERVICES BOARDS (HEALTH, SOCIAL SERVICES AND MENTAL HEALTH. A. The Human Services Advisory Commission shall be appointed by and responsible to the Board of Commissioners and shall conduct an annual work session with, and present reports to the Board of Commissioners regularly. B. Cooperative relationships with mandated boards and County human services departments. C. Coordinate with Town Human Service Boards and other planning groups. 4. COMPOSITION OF THE HUMAN SERVICES ADVISORY COMMISSION A. Eighteen members shall be appointed by the Board of Commissioners; the Board may appoint up to four additional members: 1) The composition shall include a nominee from the following Boards /Associations: a) Social Services, b) Mental Health, c) Public Health, d) Department on Aging, e) Greater United Way of Orange County, f) Orange Congregations in mission, g) Inter -Faith Council for Social Service, h) Co- operative Extension Council, i) Board of Commissioners liaison. j) Communities -In- Schools k) Partnership For Young Children 2) The County Commissioners are responsible for appointing eight members who provide balanced Township representation including service recipient representation, which could include a current recipient, a family member of current recipient household, a former recipient, or a member of a past recipient's household. 3) The Board of Commissioners may appoint up to four additional members representing any human services group; the appointments should reflect current county priorities. 4) Staff support will be provided by County Manager's office and County Commissioner's office. B. The officers shall be a Chairperson and a Vice - Chairperson. C. Human Services Advisory Commission members shall be appointed by the Board of Commissioners for staggered three year terms so that one -third of the terms expire in March of each calendar year. Members are eligible for reappointment for a second consecutive full term. After two consecutive terms a member shall be ineligible for reappointment for one year after the expiration of the previous term. Appointments made to fill vacancies shall be for the unexpired term and shall not be counted as a term in determining eligibility for reappointment. D. Officers shall be chosen annually. E. A regular meeting schedule shall be decided by the Human Services Advisory Commission. I STAFF SUPPORT A. The Human Services Advisory Commission staff support shall be provided by the Assistant County Manager for Human Services and the Clerk to the Board of Commissioners.
