3 The regularly - scheduled meeting of the Human Services Advisory Commission was held
4 on Monday, November 15, 1999 at 5:30 p.m. at the Southern Human Services Center,
5 in Chapel Hill, N.C.

19 WELCOME AND MEMBER UPDATE: The members introduced themselves and gave
20 updates on their department's activities.

24 ♦ Baskets will be distributed to older folks who don't have anyone to help during the
25 holidays when Meals on Wheels doesn't operate

43 Districts Board met last Thursday to discuss identifying local markets for Orange

8 MINUTES - The minutes of October 18, 1999 were approved by consensus as
9 corrected.

11 CALENDAR FOR THE YEAR 2000 - attached. Adopted by consensus as corrected.

13 ORANGE COUNTY HISPANIC CENTER Ms. Annette Moore, Director of the Orange
14 County Department of Human Rights and Relations described the plans for an Hispanic
15 Center in Orange County.

17 ♦ Letters of support are being sought from the Board of County Commissioners
18 ♦ Temporary initial location
19 ♦ Permanent siting is being planned, with downtown Carrboro being considered
20 ♦ Criteria for siting includes accessibility including proximity to bus lines
21 ♦ Northern Orange County Human Services Center will house a partial program
22 ♦ A fiscal sponsor is being sought
23 ♦ Financing will be diversified between public, charitable, and private sources
24 ♦ The Director's position is being advertised
25 ♦ 501 -3c status is being applied for
26 ♦ The focus of service will be
27 ♦ Empowerment
28 ♦ Facilitation between government and community
29 ♦ Advocacy
30 ♦ Services planned include
31 ♦ English as Second Language (ESL)
32 ♦ Substance Abuse Counseling
33 ♦ Motor Vehicle Licerisure assistance

35 Ms. Moore requested that the Human Services Advisory Commission make a
36 recommendation in favor of the Hispanic Center to the Board of County Commissioners.

38 Ms. Jeffries commented that students should be encouraged to be involved with the
39 Hispanic Center. She suggested a workshop be conducted by Human Rights and
40 Relations Department to better acquaint the student body and club presidents in the
41 schools with the Hispanic community. She also said that it is very important to
42 familiarize County children with the issues studied at the 1999 Forum.

44 Mr. Block feels that there are too many issues to be tackled all at once, and that the
45 Hispanic Center should start out with only a few issues to solve and then expand from
46 there.

1 Ms. Moore commented that is the plan and, also, to do it right.

3 1999 FORUM REPORT - SECOND DRAFT Albert Kittrell presented the second draft
4 report on the Human Services Advisory Commission's annual Forum entitled, "Building
5 'Confianza': Developing Trust and Improving Access to Service for Hispanic /Latino
6 Community in Orange County."

8 Discussion followed, with suggested revisions made by the membership, which Mr.
9 Kittrell will incorporate into the final document, which will be sent to Forum participants
10 as well as to the Board of County Commissioners.

12 ADJOURNMENT:
13 There being no further business, the meeting adjourned at 6:40 p.m.

15 There will be no meeting in December, 1999, The next regularly - scheduled meeting will
16 be January 10, 2000 at the Government Services Center, Hillsborough, North Carolina.
