Staff Present: Sharron Hinton, County Manager's Office, representing Albert Kittrell, Assistant County 10 Manager; Nancy Paciga, Office of Clerk to Board of County Commissioners. Staff Absent: Albert Kittrell, Assistant County Manager; Corinthia Barber, County Manager's Office. Welcome Louise Echols, Co- Chair. She welcomed everyone and gave a special welcome to one of the 11 Commission's new members, Ms. Hudson Fuller. 20 Lack of Quorum Chair Echols announced that a quorum was not present. Member Updates The members introduced themselves and gave updates on their department's activities. Minutes of August 21, 2000, Regular Meeting The minutes were not voted upon due to lack of quorum. Appointments — Chair Echols announced that two new members were appointed to the Human Services Advisory Commission by the Board of County Commissioners on September 5, 2000. The new members 25 were Ms. Karen Current, who could not be present this evening due to a prior commitment, and Ms. Hudson Fuller, who was present. Ms. Echols congratulated Ms. Fuller on her appointment and welcomed her. She also thanked Ms. Fuller for the wonderful contribution she made at this year's Forum. 2000 Forum Chair Echols commented that the Commission just finished presenting the annual Human 30 Services Forum. She thanked Sharron Hinton of the County Manager's office for the wonderful job that the Manager's Office had done to make the Forum a success. Ms. Echols commended the Commission and said that she thought that it went really well; she liked the teamwork that was exhibited. Ms. Echols also read comments from Commissioner Barry Jacobs, who could not be at the meeting. He said in an email, "I won't be in town until Tuesday just prior to the BOCC meeting. Please express my 35 regrets to the HSAC, and tell them how proud I was of them and the work they did for Orange County in putting together so impressive and important a symposium." It was pointed out that all of the points of each strategy group need to be included in the Forum Report, as in past years. Sue Russell turned in her points from the group she had facilitated (Early Childhood). Also, only the five highest - scoring points of the Elderly Group had been typed up, instead of the entire list of all the points from that group. The entire list of points from the Elderly Strategy Group will be included in the Report. 45 Annual Forum Report Sharron Hinton led a discussion about the Forum Report. Ms. Russell reviewed the Executive Summary of the 1999 Forum for the members. She commented that the Commission usually recommends a specific action for the County Board of Commissioners to act upon in the Forum Report. She explained that the HSAC first has a discussion about the priorities given by the Forum strategy groups, out of which the HSAC makes a recommendation to the County Manager's office 50 to be incorporated into the Forum Report. 55 The members discussed issues raised at the Forum by the Strategy Groups, such as housing — this seemed to be important to every strategy group — and the lack of oversight and collaboration of the already - available mental health services in the County. (Proposed) Draft Recommendations to Orange County Board of Commissioners After further discussion, the members drafted a proposed recommendation to be further discussed at the November meeting. 60 1.) (Proposed) Recommendation: "Create a Mental Health Task Force to further study the broad and complex issues addressed at the Forum. The Task Force should include representatives from the Schools, Health Department, DSS, OPC Area Program, County Department Heads, Transportation Services through the Department on Aging, Housing and Community Development, and the Sheriff's Department. The Task Force will examine the mental health delivery system in Orange County for 65 children, adolescents, adults and the elderly, and recommend strategies to address the following issues that were identified at the 2000 Human Services Advisory Commission Mental Health Forum: • Equity of Access to Services • Crisis Intervention and Management and the Impact 70 that All Forms of Violence have on Mental Health 75 • Continuum of Care • Appropriate Housing and Transportation • Collaboration and Oversight of Existing Services • Inadequate and /or Inflexible Funding Streams Furthermore, the Task Force shall produce and present a report to the County Manager's office by MM /DD /YY 2.) (Proposed) Recommendation: "To create an outreach and marketing plan by December 2001 to 80 implement the education of the community about mental health issues." Adjournment The meeting was adjourned at 7:00 p.m. The next regular meeting will be Monday, November 20, 2000 at 5:30 p.m. at the Southern Human Services Center, in Chapel Hill, N.C.
