Box 8181 200 SOUTH CAMERON STREET HILLSBOROUGH, NC 27278 WWW.CO.ORANGE.NC.US MINUTES October 15, 2001 60pntY of \ ��rfh �aYa`�r The Human Services Advisory Commission met in regular session at 5:30 p.m., October 15, 2001, at the Government Services Center, Hillsborough, NC 27278. Call to Order 5:30 p.m. ESTABLISHMENT OF QUORUM: Co -Chair Wash announced that a quorum was present. MEMBERS PRESENT: Robin Barnhill; Marvin Block; Louise Echols; Melvin Hurston; Barry Jacobs; Sue Russell; Rosetta Wash; Rebecca Young. MEMBERS ABSENT: Mary Bowe; Debbie Kinert; David Thompson. STAFF PRESENT: Corinthia Barber; Sharron Hinton; Nancy Paciga. STAFF ABSENT: Albert Kittrell, Assistant County Manager. MEMBER UPDATE: Ms. Echols commented that the Health Department will sponsor a car seat education program at which car seats will be given away. Mr. Jacobs congratulated the members of the HSAC on the 2001 Forum. He said that as a County Commissioner he is proud to be a part of this. He also said that there will be a meeting tomorrow night about the anthrax precautions. He said that in this community that we are very well aware of and trained in this type of problem. Ms. Barnhill asked if staff had compiled all the responses from the Forum. She said she had heard some comments from folks that we should not have had the forum because of the September 11th tragedy. She suggested that we have very quick turnaround in the materials that the attendees get; that will help prove that it was a good time to have it. Ms. Wash said she hadn't heard any comments like that, and she was pleasantly surprised about the number people who did attend. He handed out some brochures and gave statistics that there are the same number of elderly citizens as there are students in the two school systems in the County. Ms. Wash asked what the HSAC could do to help with bond education. Ms. Hinton replied that it would be helpful for each HSAC member to place Bond Education brochures at their individual agencies. She added that the County Manager's office and the Bond Education Committee can send speakers to any meeting, such as a Homeowner's Association or a church, regarding the proposed Bond. MINUTES OF AUGUST 19, 2001 were approved as presented upon the motion of Ms. Barnhill and the second of Ms. Young. Vote was unanimous. FORUM DISCUSSION: Ms. Hinton said that the minutes of the September 12, 2001 Forum were completed last week, and that the next step is for Ms. Kimberly Cannon to develop a Draft Report from them. Ms. Hinton said that the HSAC will then look at the minutes and the draft report. She added that this could be presented at the Board of County Commissioners (B.O.C.C.) Retreat in December 2001. Mr. Jacobs brought up the subject of the best way to present these reports to the B.O.C.C. There was discussion about presenting only the Reports from the 1999 Latino Forum and the 2000 Mental Health Forum at the 2001 B.O.C.C. Retreat and presenting the 2001 Poverty Forum Report in early 2002. Ms. Russell said that she thought it was part of the charge of the Human Services Advisory Commission to come up with a policy statement or analysis each year of the Annual Forum. Ms. Barnhill made a motion, Mr. Hurston seconded, that the HSAC Forum Reports of 1999 and 2000 be presented by Co -Chair Wash at the B.O.C.C. Retreat, December 2001. Ms. Young asked when would the 2001 Forum Report be presented? Ms. Barber and Ms. Hinton suggested that a place for this presentation could be reserved on one of the B.O.C.C. agendas for March 2002. VACANCIES ON HSAC Mr. Jacobs asked about the vacancies and suggested that we put that on the agenda in November. MEMBERSHIP STATUS OF DEBBIE KINERT Mr. Jacobs asked about Ms. Kinert, who has indicated that she may need to resign. Ms. Paciga said she had emailed her but had not had a response yet and will check on that. DUPLICATION OF SERVICES BY ORANGE COUNTY HUMAN SERVICE AGENCIES Mr. Hurston asked if there had been any study done of duplication of the services offered by human service agencies in the County. Ms. Barnhill said that United Way looks at that when they distribute funding. Ms. Hinton added that when the Orange County Human Services Management Team looks at the non - profit funding applications in the spring each year that they look at overlapping services. Ms. Echols added that the Health Department also collaborates with agencies to reduce duplication of services. Mr. Block commented that they could expand their services without diluting their services. Ms. Wash said that maybe this topic should be a discussion for a later date or even a topic for a forum. Ms. Hinton said that the funding application may be a good place to include something about this. Ms. Russell said that it is a very complex issue. She thinks that it could be a dangerous thing if not done correctly because a simple question may not give us the answer we need. Mr. Block commented that agencies cannot be innovative nor expand without funds. Ms. Russell commented that there is not a single time that she has reviewed the applications that she has not seen overlap. Co -Chair Wash said that we would table this discussion until a later time. Ms. Hinton said that we could let the B.O.C.C. know that this something that the HSAC is concerned about. POINTS MADE BY THE BREAKOUT GROUPS AT THE 2001 FORUM There was discussion about the wrap up from the Break Out Groups at the Forum. A motion was made by Mr. Hurston, seconded by Ms. Echols, that the notes be typed up by the facilitators of each group and be emailed to staff and be discussed at the November meeting. The vote was unanimous for approval of this motion.
