YOUNG-AT-LARGE The Human Services Advisory Commission met in regular session at 5:30 p.m., August 20, 2001, at the Southern Human Services Center, 2501 Homestead Road, Chapel Hill, N.C. Call to Order 5:30 p.m. ESTABLISHMENT OF QUORUM: Co -Chair Wash announced that a quorum was present. Members Present: Louise Echols, Robin Barnhill, Mel Hurston, Rosetta Wash, David Thompson, and Marvin Block. Dee Gamble, former member who represented the Orange County Board of Social Services, was there also, to lead the Facilitator's Training. Guests present: Mr. Rex Teves, Director of the Association of Community Agencies. Members Absent: Debbie Kinert, Co- Chair; Mary Bowe, DSS Board; Barry Jacobs, BOCC; Sue Russell, Partnership for Young Children; Rebecca A. Young, At- Large. Staff Present: Nancy Paciga, Assistant to the Clerk to the Board Staff Absent: Corinthia Barber, Assistant to Albert Kittrell, Assistant County Manager; Sharron Hinton, Management Analyst. Minutes of July 16, 2001 approved with one change: Mr. Thompson did NOT leave at 5:30 p.m. Discussion ensued about 2001 Human Services Forum, "POVERTY IN ORANGE COUNTY: THE CHALLENGES THAT REMAIN," Sept. 12, 2001, 8:45 Am - 3:00 p.m., Friday Continuing Education Center, Chapel Hill, N.C. 2. No CEU's this year because of time factor and the cost has gone up dramatically (from $3 to $10) . Please consider it for next year. It is a good way to get better participation in the Forum. 3.Little gifts : THIS YEAR: mugs with candy in them for SPEAKERS ONLY. (Staff was directed to arrange this. Ms. Barnhill suggested to Ms. Barber to use Southern Sweets and Treats, on King St., next to Colonial Inn, owner, Donna Gaster). Gifts for all participants will be planned for at next year's Forum. 5. Panel: Co -Chair Wash had three possibilities; she will get commitments from them and let staff know. She also said that she has two possible people to be consumer panelists and will confirm those. 6. Co- Chairs Roles at the Forum Co -Chair Wash will coordinate this with Co -Chair Kinert and look at what was done last year. She will let staff know. 7. Facilitators and Recorders Confirmation: as follows: Childcare: Sue Russell (Robin Barnhill, Recorder) Health and Nutrition: Rosetta Wash (Recorder not chosen; See suggestions below) Education: Louise Echols (Recorder not chosen; See suggestions below) Employment: David Thompson (Nancy Paciga, Recorder) Housing: Mel Hurston (Recorder not chosen; See suggestions below) Special Populations: Deb Kinert (Recorder not chosen; See suggestions below) * * List of other Possible Recorders Mary Bowe Rebecca Young Dee Gamble Lynette Jeffries Staff was directed to line up recorders from this list for the groups that do not have recorders and to confirm with each that they will be recorders.. 9. AUDIO SYSTEM at Friday Center: Since there was a big problem last year (according to the evaluations from last year's Forum, which the group looked at this evening), with this, staff was directed to contact the Friday Center ahead of time about this, and to do an audio test ALSO the morning of the event. 10 . Staff was directed to ask the speakers to send their info in advance, or, if they prefer to bring it, to make sure they know they need to bring 250 copies! (enough for all the participants) 11. PANEL: N.C. JUSTICE AND EQUITY If this group is ON THE PANEL, then one of the HSAC members needs to be moderator, because N.C. Justice has such good information to bring that we probably don't want them to "just be a time - keeper" (moderator) (THIS WAS NOT DECIDED — staff was directed to call Co- Chair Wash or Ms. Echols to discuss this and make definite plans and notify N.C. FORUM AGENDA TIME CHANGES AS FOLLOWS: (* denotes change in time) 8:00 am Registration 8:45 am * Agenda/Forum Update and Introductions 8:50 am* Welcome 9:00 am * Keynote Address Part I 9:30 am * Keynote Address Part II 10:00 am* Break 10:15am * Panel Discussion 12:00 p.m. Working Lunch/Strategy Sessions 2:00 p.m. Group Presentations 2:45 p.m. Forum Evaluation 3:00 p.m. Adjourn THE ABOVE CHANGES WERE MADE IN TIMES ON THE FORUM AGENDA in order to allow MORE TIME for the Panel Discussion. The changes will allow %2 hour more for the panel discussion. 13. Facilitator Training was led by Ms. Gamble. A new way of doing this was introduced. It was called "CARDSTORMING." Ms. Gamble introduced the session by saying that the facilitators need to remember that we need to honor each person who is attending the Forum and his/her idea(s) since they each took the time to come to the Forum. The breakout groups will be so large, Ms. Gamble said and everyone agreed, that they need to also be broken down into smaller groups of four or five people. Each person in the group will be given large cards or "Post — It" notes (5 %2 x 8 " ) to write ideas on. These will be taped or stuck on the white board or blank newsprint. Only three or four words per card. Tell the participants that their writing should be large enough to be seen by everyone in the entire larger group. There should be only one idea per card and as many cards as each person wants. The facilitator then will give a statement for the groups to answer on the cards /postit notes. It will be an open - ended statement, which the participant must finish in three or four words. For example, in the Employment Breakout Group the question could be "The most important aspect of poverty for Orange County to tackle as relating to employment is......" In the Childcare Breakout Group, the open -ended statement could be " The most important aspect of poverty for Orange County to tackle relating to childcare is....... ". Discussion ensued about the meaning of the word "aspects ." It was the consensus of the members that they need to decide what "aspects" means before the Forum. After the groups each have time to write all their answers on their cards, the small groups will then get back together into the one large group. Facilitators, recorders, and /or volunteers from the group then help place the cards in clusters of similar ideas on large sheets of newsprint or flipchart pads. The facilitators will ask the groups to look for similarities of ideas or redundancies. The cards or postits will then be rearranged in the clusters as the group directs. Ms. Gamble's handout will be sent to members by mail. 14. COPIES OF THE 89 POVERTY FORUM REPORT WILL BE AVAILABLE FOR ALL PARTICIPANTS. This report will be used as the impetus in the Breakout Groups to discover "The Challenges That Remain," which is the main point of this Forum. 15.
