3 The regularly - scheduled meeting of the Human Services Advisory Commission was held
4 on Monday, August 16, 1999 at 5:30 p.m. at the Southern Human Services Center, in
5 Chapel Hill, N.C. SR

7 MEMBERS PRESENT Those Present Are Bold And Underlined): Judy Cox Co-

15 WELCOME AND MEMBER UPDATE: The members introduced themselves and gave
16 updates on their department's activities.

18 UNITED WAY SURVEY Debbie Kinert reminded the members that there is a
19 questionnaire going out to human service agencies in Orange County. She stated that it
20 would be advisable that this group become familiar with the outcome of this needs
21 assessment that the Board of County Commissioners has contracted to be done with
22 the United Way.

24 MINUTES - The minutes of July 19, 1999, were approved by consensus as presented.

26 1999 FORUM - UPDATE

28 Letters of Invitation
29 Albert Kittrell, Assistant County Manager, reported that his office mailed out
30 approximately 500 letters of invitation to the 1999 Forum, and has received about 100
31 registration forms in response. Mr. Kittrell asked that if any member knows of anyone
32 else who should receive an invitation and a registration form that they contact his office.

34 Opening Remarks
35 Mr. Kittrell also reported that since Commissioner Barry Jacobs could not be at this
36 meeting, he had requested Mr. Kittrell to ask the group whether there was anything
37 specifically they would like him to say in his opening remarks at the 1999 Forum.

39 Mel Hurston, the Board of Health representative, voiced the feeling of the group that
40 Commissioner Jacobs' opening remarks should be as encouraging as possible to create
41 an atmosphere for the free and open exchange of ideas.

43 Door Prizes
44 Mr. Kittrell said that we need to decide about whether to give out door prizes as part of
45 the Forum. Debbie Kinert said that the Forum program will be interesting and valuable
46 enough in itself to encourage the participants to stay as long as they need to. It was
47 also mentioned that this is a professional seminar; therefore, the group didn't feel that

2 door prizes would be appropriate. It was decided by consensus of the group to not give
3 door prizes.

5 Information Materials and Handouts
6 Rather than door prizes, Dee Gamble said that there should be good written material to
7 offer as handouts. Mr. Kittrell said that there will be a Resource Table where many
8 booklets and brochures will be available to the participants, including "Los Ninos"
9 Report, produced by the Partnership for Young Children.

13 The members were led in Facilitator Training by Dee Gamble.

15 Voting Methods
16 Various methods of weighted voting were discussed. By consensus, it was decided to
17 give each participant five votes. These votes will be expressed by five different colored
18 dots that each participant may use in her /his breakout group session to vote on the
19 issues that each believes important.

21 The participants will receive the dots, and an explanation of the voting system in their
22 packets.

24 ADJOURNMENT:
25 There being no further business, the meeting adjourned at 6:35 p.m.

27 There will be no regular meeting in September.

29 The next regularly - scheduled meeting of the Human Services Advisory Commission will
30 be held on October 18, 1999, at 5:30 p.m. at the Government Services Center, in
31 Hillsborough, North Carolina.
