3 The regularly - scheduled meeting of the Human Services Advisory Commission was held
4 on Monday, July 19, 1999 at 5:30 p.m. at the Government Services Center, in
5 Hillsborough, N.C.

7 MEMBERS PRESENT (Those Present Are Bold And Underlined) Judy Cox, Co-
8 Chair, Louise Echols, Co- chair, Natalie Ammarell, Christine Barfield, Marvin Block,
9 Dee Gamble, Mel Hurston, Barry Jacobs, Lynette Jeffries, Deborah Kinert, Geno
10 Pichette, Sue Russell, Herschel Slater, Donald David Thompson, Jr.

15 WELCOME AND MEMBER UPDATE: The members introduced themselves and gave
16 updates on their department's activities. A newly- appointed member, Ms. Natalie
17 Ammarell, representative of the Interfaith Council, was welcomed this evening.

19 MEMBERSHIP - O.P.C. Mental Health position
20 Mr. Albert Kittrell reported that he has spoken to Mr. Tom Maynard, Director of OPC
21 Mental Health, regarding the vacancy for that board. A recommendation is expected to
22 be forthcoming soon.

24 MINUTES The minutes of June 28, 1999, were approved by consensus as corrected.

26 1999 FORUM

28 Finalization of Forum Name and Speakers
29 Mr. Albert Kittrell handed out a revised Forum Agenda and reviewed the changes with
30 the members. The Revised 1999 Forum Agenda was approved unanimously by
31 consensus.

33 The keynote speaker tentatively will be Ms. Martha Olay - Crowley, Chair, Governor's
34 Advisory Council on Hispanic /Latino Affairs. Mr. Kittrell said that he has two other
35 choices for keynote speaker if Ms. Olay- Crowley is not available.

37 The title of the Forum was discussed: "Building Confianza: Developing Trust and
38 Improving Access Through Service to Hispanic /Latino Community in Orange County."

40 Mr. Barry Jacobs suggested changing the title to: "...Improving Access to Service to the
41 Hispanic /Latino Community...." This was adopted by consensus.

43 The revised title is: "Building Confianza: Developing Trust and Improving Access to
44 Service to the Hispanic /Latino Community in Orange County."

46 Letter of Invitation
47 A draft letter of invitation was also presented by Mr. Kittrell. This was reviewed and
48 discussed, and changes were noted by Mr. Kittrell. The edited letter of invitation for the
49 1999 Forum was then approved unanimously by consensus. Mr. Kittrell told the group
50 that the final version will be mailed out shortly,

Two additional ways to advertise the Forum were discussed and approved unanimously
by consensus:
• Issuing a press release
• Posting the Forum date and information on the County's web site.
Selection of Facilitators and Recorders for Breakout Sessions
Group Facilitators for the 1999 HSAC Forum were chosen as follows:

Selection of Recorders for Breakout Sessions
Mr. Kittrell said that a recorder is also needed for each of the above break -out group
sessions. Louise Echols volunteered to record for the Housing Breakout Session, and
was unanimously approved by consensus. No other Recorders were chosen this
evening.
Tabulation of Results
Mr. Block suggested the use of a follow -up questionnaire to be sent to all Forum
participants. Mr. Kittrell commented that this was a good idea, and added that, in fact,
this procedure has been used regularly in the past. The completed questionnaires are
tabulated to create a final summary. From the final summary, an annual
recommendation is sent to the Board of County Commissioners (BOCC) for their use in
setting goals at the Board's annual Goal- Setting Retreat. Mr. Kittrell said the HSAC
Forum has consistently resulted in producing meaningful information which the BOCC
uses in its decision - making process; therefore, the Forum has been successful.
Ways to Encourage Participants to Stay for the Entire Forum
This was discussed with the following ideas given:
• Handouts
• Door Prizes
• Gift certificates donated from local Mexican restaurants
• Evaluation of the Forum during the working luncheon
Facilitator Training Planned for Next Meeting
Dee Gamble said that it would be helpful, since there are many different ways to
facilitate group discussions, to have "facilitator training." She was asked by Mr. Kittrell to
lead this training at the next HSAC meeting. Ms. Gamble accepted this role, and this
was approved unanimously by consensus.

There being no further business, the meeting adjourned at 6:35 p.m.
The next regularly - scheduled meeting of the Human Services Advisory Commission will
be held on Monday, August 16, 1999, at 5:30 p.m. at the Southern Human Services
Center, in Chapel Hill, N.C.
