US MINUTES July 16, 2001 0 Countp of \ r� f, n worth A regular meeting of the Human Services Advisory Commission was held on Monday, July 16, 2001, at 5:35 p.m. at the Government Services Center, Hillsborough, N.C.. Members Present: Rosetta Wash, Co- Chair, Interfaith Council Robin Barnhill, Orange Congregations in Mission Marvin Block, Advisory Board on Aging Mary Bowe, Board of Social Services T ouise Echols, At -Large Mel Hurston, Board of Health Barry Jacobs, Orange County Commissioner Lois Kinzie, Partnership for Young Children (filling in for Sue Russell) Donald David Thompson, Jr., At -Large MEMBERS ABSENT: Debbie Kinert, At- Large, Co -Chair Sue Russell, Partnership for Young Children Rebecca A. Young, At -Large STAFF PRESENT : Sharron Hinton, Management Analyst Corinthia Barber, Staff Support Nancy Paciga, Staff Support STAFF ABSENT: Albert Kittrell, Assistant County Manager Call to Order 5:35 p.m. ESTABLISHMENT OF QUORUM: Co -Chair Wash announced that a quorum was present. MINUTES OF JUNE 18, 2001 1 Approved with corrections. FACILITATOR TRAINING — AUGUST MEETING THE GROUP DECIDED TO HAVE FACILITATOR TRAINING AT THE AUGUST 2001 MEETING. Staff was directed to contact Dee Gamble to ask her to do this training as she has been for the past cou le of years The following people volunteered for Facilitators of the Break out Sessions: Childcare Breakout Session: Ms. Barnhill Health and Nutrition Session: Ms. Wash Education Breakout Session: Ms. Echols Employment Breakout Session: Mr. Thompson 'lousing Breakout Session: Mr. Hurston Special Populations : Ms. Kinert (This was assigned to her by consensus of the members present.) Ms. Bowe will contact Dee Gamble about the School of Social Work. Mr. Block said that, unfortunately, he will be out of the country during the Forum. Presentation of Forum Reports of 1999 and 2000 Mr. Block would like to see a document to follow up after this Forum. Ms. Barnhill said she thought that this was the reason that we are inviting the speakers from the '19 8 9 Forum. Discussion ensued about following up on the past Forums. Ms. Hinton reminded the group that the 1999 and the 2000 Forum Reports had not yet been presented to the Board of County Commissioners. Discussion followed on the timing of when to present those to the Commissioners. IV. DISCUSSION OF THE FORMAT AND DETAILS OF THE 2001 FORUM County Commissioner Jacobs said he thinks that we should give people the 191989 Poverty Forum Final Report at this year's Forum. Staff was directed to go through the 1989 Poverty Forum Report to identify what has been accomplished and what hasn't. This would be very useful for the planning of this year's Forum. Mr. Block asked if staff still has the evaluations from the 2000 Forum, to which Ms. Barber replied in the affirmative. Mr. Block said that these could be used for constructive criticism for this year's Forum, to which Ms. Wash agreed. Staff was directed to send copies of the evaluations from 2000 Forum to all members well before the August meeting. Working Luncheon at Forum Ms. Echols said that the working luncheon, which was used at the 2000 Forum, was a great improvement because it encouraged people to stay for the breakout sessions. Ms. Echols introduced the subject of how to encourage attendees to stay all day, also. She said that the idea is to make it so interesting that they want to stay for the entire Forum. Ideas for Encouraging Participants to Remain for the Entire Forum • Giving away Volunteer Coffee /Soup Mugs and filling them with candy • Offering attendees Continuing Education Units (CELT) Certificates upon completion of the Forum A MOTION WAS MADE BY Ms. Wash,, AND SECONDED BY Mr. Thompson, to apply for Continuing Education Unit Certification for the 2001 Forum. VOTE: UNANIMOUS APPROVAL. fhank You Letters for Speakers Mr. Block asked if the Forum speakers receive recognition with a certificate? Ms. Echols said that they do receive a thank you letter. VIDEO TAPING OF THE FORUM Ms. Hinton asked if the Forum should be video - taped? Ms. Wash asked what that would be used for. Ms. Hinton explained that the Forum video could be aired on the local Cable People's Channel. Ms. Hinton explained that the cost is about $200. She suggested video - taping the morning session and the afternoon recap. SCHOLARSHIPS Commissioner Jacobs asked if there was a way to help those who cannot afford the cost of the Forum, and Ms. Hinton replied that this has been part of the registration process in the past. Commissioner Jacobs said that we should advertise this also. He said it would be especially helpful this year since the theme is "Poverty." NUMBER OF ATTENDEES EXPECTED Ms. Wash asked when will we have a pretty good idea of how many attendees there will be? Ms. Hinton answered that we will have that by the end of August. AGENDA FOR 2001 FORUM Discussion ensued on the points on the proposed agenda for the 2001 Forum as follows: Protecting and Preserving — People, Resources, Quality of Life Orange County, North Carolina — You Count! AREA CODE (919) 245 -2125: FAX (919) 644 -0246: EMAIL: npacigaRcco.orange.nc.us : WEB: wimco.orange.nc.us Human Services Advisory Commission — Minutes — July 16, 2001 Page 4 of 5 PROPOSED AGENDA FOR 2001 HUMAN SERVICES FORUM TOPIC: POVERTY IN ORANGE COUNTY: THE CHALLENGES THAT REMAIN 8:00 a.m. Registration (Refreshments will be provided) (Staff mans the Registration Table; H.S.A. Commission Members need to be present also in case someone doesn't show up or if we need to make any changes.) 8:45 a.m. Welcome - Commissioner Barry Jacobs 9:00 a.m. Keynote (Part I) Implications of Poverty- Effects 9:30 a.m. Keynote (Part II) - (Ms. Hinton asked if it was necessary to have two keynote speakers? Ms. Bowe explained that the reason more than one name had been put forward was to have an alternate in case one of them could not accept the invitation to speak.) (There was discussion about the length of time for the Keynote Speech, and it was the consensus that this could be less than one hour and fifteen minutes; it could be 45 minutes in length. It was mentioned, however, that the schedule needs a cushion of time in it, because "we are never ahead, " Ms. Echols commented. Therefore, the Keynote Speech time is OK as presented. It was also mentioned that question and answer session after the Keynote Speech will take up some of this time.) 10:15 a.m. Break 10:30 a.m. Panel - Local Perspective (Ms. Hinton asked for clarification concerning which geographic area will be discussed at this Forum? It was the consensus that it will be "Poverty in Orange County. " She also asked if the discussion would revolve around poverty in Orange County as compared to the State? It was the consensus that the Keynote Speaker wouldprobably discuss poverty not only in Orange County, but also statewide. Ms. Hinton mentioned that the panel discussion would focus more on poverty in the County. Moderator: (Possibly someone from N.C. Justice and Equity) Panel Members: (Proposed) 1) Rosemary Summers, Orange County Health Department 2) Nancy Coston, Orange County DSS 3) Consumer /citizen familiar with the system 4) Affordable Housing (Ms. Hinton asked if the preference was for someone from Continuum of Care Committee or from Housing and Community Development? The consensus was that it would be good to have someone from the Continuum of Care Committee, such as Mr. Chris Moran, and someone from OCIM, who could represent the Northern part of Orange County.) 5) Transportation 11:45 a.m. Working Lunch/Strategy/Break Out Sessions (Vegetarian dishes will be made available.) (Facilitator Training was discussed. Mr. Thompson said that Ms. Gamble, who will do this training, does a ve7 y good job, and an important point is that the Facilitators don't allow any one person to dominate the discussion. Ms. Wash suggested that an announcement be made at the beginning of the Forum, before the working lunch and afterwards, about the importance of this.) 2:3 0 p.m. Adjournment The meeting adjourned at 6:45 p.m. The next regular meeting of the Human Services Advisory Commission will be held on Monday, August 20, 2001, at 5:30 p.m. at the Southern Human Services Center in Chapel Hill, N.C.
