3 The regularly - scheduled meeting of the Human Services Advisory Commission was held
4 on Monday, June 28, 1999 at 5:30 p.m. at the Southern Human Services Center, in
5 Chapel Hill, N.C.

7 MEMBERS PRESENT (Those Present Are Bold And Underlined): Judy Cox, Co-
8 Chair, Louise Echols, Co- chair, Natalie Ammarell, Christine Barfield, Marvin Block,
9 Dee Gamble, Mel Hurston, Barry Jacobs, Lynette Jeffries, Deborah Kinert, Geno
10 Pichette, Sue Russell, Herschel Slater. and Donald David Thompson, Jr.

15 QUEST(S) PRESENT: Annette Moore, Director, Orange County Human Rights and
16 Relations Department

18 WELCOME AND MEMBER UPDATE: The members each introduced themselves, -and
19 updated the others on their department's activities. Mr. Mel Hurston, one of two newly -
20 appointed members, was present and introduced himself.

22 MINUTES OF May 17, 1999 Were approved by consensus as presented.

24 MEMBERSHIP Membership issues were discussed. Two new members were
25 appointed by the Board of County Commissioners on June 1, 1999: Mr. Mel Hurston,
26 representing the Board of Health, and Ms. Natalie Ammarell, representing the Interfaith
27 Council. Ms. Dee Gamble, as representative of the Board of Social Services, was
28 reappointed on June 21, 1999. There remains a vacancy for a representative of
29 Communities -In- Schools (CIS) and one vacancy for a representative of O.P.C. Mental
30 Health. There are also two "at- large" vacancies.

32 During the discussion, it was emphasized that northern Orange County needs to be
33 better represented. Staff will continue efforts to recruit citizens from northern Orange
34 County and to remind CIS and OPC staff to make a recommendation.

36 The applications of Ann M. Edison, Steven R. Moore, and Rebecca A. Young were
37 discussed. A unanimous decision was made to recommend to the Board of County
38 Commissioners to appoint Mr. Moore and Ms. Young to at -large positions.

40 RESOLUTION REGARDING CIVIL DISCOURSE IN ORANGE COUNTY On May 4,
41 1999, the Orange County Board of Commissioners unanimously approved the attached
42 resolution entitled "A Resolution Regarding Civil Discourse in Orange County," and
43 requested that this resolution be forwarded to all elected officials in Orange County, to
44 the Mayor of each municipality and to the Chairs of the County Advisory Boards and
45 Commissions.

47 Motion was made by Mel Hurston, seconded by Lynette Jeffries, and unanimously
48 approved to adopt "A Resolution Regarding Civil Discourse in Orange County." A copy
49 of this Resolution is in the permanent agenda file in the Clerk to the Board's office.

1999 FORUM
Selection of Topics and Speakers
Mr. Albert Kittrell reported on the activities of the Forum Topics sub - committee and
handed out a draft agenda. Mr. Kittrell reviewed the draft agenda. The proposed title for
the Forum is "Building Confianza: Developing Trust and Improving Access Through
Service to Hispanic /Latino Community in Orange County."
In the ensuing discussion several suggestions and additions to the draft agenda were
made, including:
• Recreational Opportunities (This could take the form of a booth or table)
• Educational Opportunities
• The "Los Ninos" Report
• Tensions between the Black and the Hispanic communities
• Economic Justice
• Job Training and Skills Development
Ms. Annette Moore of the Human Rights and Relations Department, who assisted the
Topics Committee in developing the agenda, said that there are many issues that need
to be addressed, but the ones that were chosen will help develop trust between the
Hispanic community and the rest of Orange County. The people who were contacted by
the Topics Committee felt that building trust was an important issue.
Mr. Kittrell said that the topics discussed this evening can be incorporated into the
Forum, and he would like to start contacting the proposed speakers and moderators for
the Forum immediately because of scheduling.
The members commended the Topics Committee for a job well done.
A motion was made by Louise Echols to adopt the Draft Forum Agenda as presented by
the Topics Committee. Vote: unanimous.
Forum Participation Until the Completion of the Day
There was discussion about the issue of participants of the Forum leaving after the
luncheon. Several suggestions were given on ways to encourage people to stay until
the Forum is completed. These included:
• Literature to be given out in the afternoon session instead of in the morning session
• Part of the personal testimonies will be given in the morning, and the remainder in
the afternoon
• The nominal $10.00 registration fee
Flyer to be Sent Out With the Agenda
Mr. Kittrell suggested that a flyer or brochure accompany the agenda when it is mailed
out. This was unanimously approved. Ms. Moore said that her department has a
brochure that would be appropriate for this purpose. Ms. Echols said that the state has
many good brochures, as well.

COUNTY FUNDING OF NON - PROFIT HUMAN SERVICE AGENCIES
Mr. Kittrell handed out a list of the non - profit human service agencies that the County
funds annually and the amount of money that has been recommended for each.
ADJOURNMENT:
There being no further business, the meeting adjourned at 6:35 p.m. The next regularly -
scheduled meeting of the Human Services Advisory Commission will be held on
Monday, July 19, 1999 at 5:30 p.m. at the Government Services Center, in Hillsborough,
N.C.
