3 The regularly - scheduled meeting of the Human Services Advisory Commission was held
4 on Monday, April 19, 1999 at 5:30 pm at the Southern Human Services Center in
5 Chapel Hill, N.C.

7 MEMBERS PRESENT (Those present are bold and underlined): Judy Cox, Co-
b Chair; Louise Echols, Co- chair; Christine Barfield, Marvin Block, Beverly Foster,
9 Dee Gamble, Victoria Hain, Barry Jacobs, Lynette Jeffries, Deborah Kinert, Hazel

13 STAFF PRESENT (Those present are bold and underlined): Albert Kittrell; Nancy

16 VISITORS PRESENT: Anita Daniels, United Way; Linda Templeton, Triangle
17 United Way; Cindy Torgelson, interested citizen.

19 WELCOME AND MEMBER UPDATE: The members each introduced themselves, and
20 updated the others on their department's activities. Albert Kittrell announced the
21 dedication of the Skills Development Center on Sunday, April 25, 1999, at 3:00 p.m. and
22 invited everyone to attend.

24 Mr. Kittrell said that Commissioner Barry Jacobs expressed his regrets that he could not
25 attend tonight's meeting because he is out of town.

27 Judy Cox announced that Crop Walk, sponsored by Orange Congregations in Mission
28 (OCIM), will be held on April 25, 1999. She said that twenty -five percent of the
29 proceeds will go to support the Meals -on- Wheels Program.

31 Marvin Block, from the Advisory Board on Aging, talked about the need for space at the
32 Senior Center at the Galleria in Chapel Hill. The Center is trying to accommodate every
33 person who signs up for activities. He also reported on the Wellness Program, which is
34 very successful.

36 MINUTES OF JANUARY 11, 1999 were approved as corrected. The
37 MINUTES OF FEBRUARY 15, 1999 and the MINUTES OF MARCH 22, 1999
38 were approved as presented.

40 UNITED WAY COMMUNITY ASSESSMENT Ms. Anita Daniels, of the Triangle United
41 Way, made a presentation on the upcoming Community Assessment. This will be a
42 telephone survey canvassing 600 citizens at random about the needs of the community.
43 A new approach will be used this year to assess the County's strengths, as well as gaps
44 in the services. The North Carolina State Center for Urban Affairs, which was created to
45 conduct research for government entities, will be conducting the survey. The final report
46 will come out in September, 1999.

2 1999 GOVERNOR'S AWARDS Ideas put forth as nominations were the Hepatitis
3 shot clinic and La Fiesta. Ms. Echols commended those who staffed the Hepatiti 4 4
4 shot clinic because it occurred during the holidays, which made it less attractive for
5 volunteers.

7 1999 FORUM

9 Background Mr. Block asked Mr. Kittrell for some background information on the
10 Forum. Mr. Kittrell explained that it had started as an informational forum for the human
11 services governmental and non - profit agencies, who are the audiences of the Forum.
12 The purpose of the Forum is to bring people to dialogue and to use the results of that to
13 produce an annual report to advise the Board of County Commissioners in their annual
14 budget process.

16 Forum Topic Committee It was decided that Louise Echols will head a committee to
17 explore possible themes. Judy Cox said that last year the Forum Topic Committee met
18 about three times at the Government Services Center in Hillsborough. Ms. Echols said
19 that Mr. Jeff Winestock of Blue Cross -Blue Shield has proposed some ideas as possible
20 themes for this year's Forum.

22 Discussion ensued about the theme for this year's forum with several ideas put forth,
23 including needs of the Hispanic community and alternative medicine and healing
24 methods. Mr. Kittrell mentioned that the County staff is very concerned about assisting
25 the Hispanic community. Mr. Pichette suggested that if we choose the Hispanic
26 community as a topic, then other things we are discussing can be included as sub -
27 topics, such as managed care, communicating in Spanish, alternative healing methods
28 used by the Hispanic community, etc.

30 Mr. Kittrell said that for timely scheduling for the Forum, we should have the topic
31 decided by May. Then, the June HSAC meeting can be used to discuss the structure of
32 the Forum. In July, the letters of invitation should go out, which should also include the
33 names of the Forum speakers.

35 ADJOURNMENT:
36 There being no further business, the meeting adjourned at 6:40 p.m. The next
37 regularly - scheduled meeting of the Human Services Advisory Commission will be held
38 on Monday, May 17, 1999 at 5:30 p.m. at the Government Services Center in
39 Hillsborough, N.C.
