2 The regularly - scheduled meeting of the Human Services Advisory Commission was held
3 on Monday, April 17, 2000 at 5:30 p.m. at the Southern Human Services Center, in
4 Chapel Hill, N.C.

6 MEMBERS PRESENT Marvin Block, Advisory Board on Aging; Louise Echols, Co-
1 chair (at- large); Lynette Jeffries (Cooperative Extension Service); Deborah Linn Kinert
8 (at- large); Rosetta Moore (substituting for Dee Gamble - Department of Social
9 Services); Sue Russell (Partnership for Young Children); Donald David Thompson, Jr
10 (at- large); Rebecca A. Young (at- large).

23 WELCOME AND MEMBER UPDATE: The members introduced themselves and gave
24 updates on their departments' activities.

26 MINUTES - The minutes of March 20, 2000 were approved as read.

28 TOPIC FOR FORUM 2000 Discussion ensued.

30 Sue Russell suggested that an interesting topic may be technology in the context of
31 human services.

33 In regards to mental health as a topic, Mr. Thompson said that many of the homeless
34 have mental illness because they are in transition.

36 In another aspect of the mental health issue, Mr. Thompson added that from personal
37 experience of working in the corrections field, that many of the inmates have mental
38 illnesses and are incarcerated as a result of crimes these people felt impelled to commit
39 in order to have a place to stay, since Mental Health Facilities have turned them away.

41 Louise Echols added that the mental health of the senior population needs to be
42 addressed also. She also mentioned that some aging people are not well enough to get
43 out of their homes to take advantage of the senior centers, and that the churches should
44 be encouraged to provide transportation for them.

46 Mr. Block mentioned the reports in the newspapers of increasing numbers of children
47 being institutionalized in mental health facilities.

Topic for Human Services Forum, continued
A vote was taken, and "Mental Health" was unanimously approved as the topic for the
2000 Human Services Forum.
Co -Chair Echols asked for volunteers for a Forum Sub -Topic Committee, and Debbie
Kinert, David Thompson, and Marvin Block volunteered. It was the consensus of the
group to direct them to meet to develop a Draft 2000 Forum Agenda.
REVIEW OF APPLICATIONS FOR FUNDING FROM NON - PROFIT ORGANIZATIONS
Ms. Barber handed out the packets with applications for funding from Non - Profit
Organizations to the members for their review. They will each review the applications of
one or more organizations that they have no affiliation with, and return them to the
County Manager's office with appropriate comments.
Rebecca Young asked what the criteria is that the County specifies to these groups
when they apply for money from the County and is there a maximum limit? Corinthia
Barber said that there is not necessarily a maximum, but the criteria is whether the
groups offers services that merit the amount of money they are asking for.
Debbie Kinert said that another consideration in approval of funding is whether the
organizations are using volunteers where ever possible instead of asking for funding
