Box 8181 200 SOUTH CAMERON STREET HILLSBOROUGH, N.C. 27278 MINUTES April 16, 2001 �o�,ntY of ,y +� ev �►orth �a�o``r� The regularly - scheduled meeting of the Human Services Advisory Commission was held on Monday, April 16, 2001, at 5:30 p.m. at the Southern Human Services Center, Chapel Hill, N.C. Members Present: Rosetta Wash, Co- Chair, Interfaith Council Marvin Block, Advisory Board on Aging Louise Echols, At -Large Rebecca A. Young, At -Large MEMBERS ABSENT: Mary Bowe, Board of Social Services Robin Barnhill, OCIM Karen Current, At -Large Debbie Kinert, Co- Chair, At -Large Barry Jacobs, Board of County Commissioners Hudson Fuller, At -Large Mel Hurston; Board of Health Sue Russell, Partnership for Young Children Donald David Thompson, Jr., At -Large STAFF PRESENT : Sharron Hinton, Management Analyst Corinthia Barber, Staff Support Nancy Paciga, Staff Support STAFF ABSENT: Albert Kittrell, Assistant County Manager 1. WELCOME AND MEMBER UPDATE: Rosetta Wash chaired the meeting. Louise Echols passed out the Blue Ribbon for Kids campaign because this is Child Abuse Prevention Month. II. ESTABLISHMENT OF QUORUM: Chair Wash announced that a quorum was not present. The members present stayed anyway to discuss the following: III. Minutes of March 19, 2001 Were not aproved due to lack of a quorum. IV. Continuum of Care Committee Survey — Rosetta Wash Ms. Wash discussed a survey regarding needs and resources of homeless people in our community. She handed this out to the members present and asked them to complete it, which they did. The Orange County Continuum of Care Committee is requesting that the the members participate in this survey. Ms. Wash answered Mr. Block's question about how long people stay in the homeless shelter. She said sometimes, but rarely, people stay there for up to a year. Mr. Block further asked if there were programs in place to give people the support so that they can become and stay independent. Ms. Wash said that if a client comes to the shelter with children, the client is assigned a special social worker, and there is also a free medical clinic available, and other types of help available and referrals given to all clients of the Interfaith Council Homeless Shelter. There was further discussion of the Homeless Shelter and its operation. V. Report on Non - Profits Fundinji Applications - Sharron Hinton Rebecca asked about the recommendations of the Human Services Advisory Commission about funding that were made at the regular HSAC meeting in March, 2001. Sharron said that her office had taken the HSAC's recommendations and compared them with those of the Orange County Human Services Management Team. She said that they were very similar. Ms. Hinton added that the HSAC had done a very thorough job and had offered some very good comments, and this would provide a lot of justification for why and how much the County funds certain groups. Rebecca asked on what date would the final decisions be made on funding the non - profit groups. Ms. Hinton said that the second round of decisions would be during the second week of May. Then the County Manager's recommended budget would be presented in late May to the Board of County Commissioners. The non - profit groups will be invited to make their presentations at one of the County Commissioners' meetings. VI. Goals From Former Forums - Corinthia Barber handed out a list of the goals. Discussion ensued on Staff's progress on this report that the Human Services Advisory Commission requested at its last meeting. VII. Topic for 2001 Human Services Forum - Louise informed the Commission that what the Commission has done in the past is to form a "Topics Committee" to work on this issue. The Topics Committee then comes back to the full Commission with a recommendation of three psossible Forum topics. The Commission then votes and chooses one of the three ideas presented by the Topics Committee. The members discussed "homelessness" as a possible topic: Ms. Wash said that homelessness is a big problem. She added that there are many definitions of homelessness.
