The regularly- scheduled meeting of the Human Services Advisory Commission was held on 15 Monday, March 19, 2001, at 5:30 p.m. at the Government Services Center, Hillsborough, N.C. Members Present: Debbie Kinert, Co- Chair, At -Large Rosetta Wash, Co- Chair, Interfaith Council 20 Marvin Block, Advisory Board on Aging Louise Echols, At -Large Mel Hurston, Board of Health Lynette Jeffries, Cooperative Extension Donald David Thompson, Jr., At -Large 25 Rebecca A. Young, At -Large Hudson Fuller, At -Large MEMBERS ABSENT: Mary Bowe (substituting for Dee Gamble) 30 Dee Gamble, Chair, Board of Social Services Barry Jacobs, Board of County Commissioners Sue Russell, Partnership for Young Children Karen Current, At -Large 35 STAFF PRESENT: Sharron Hinton, Management Analyst STAFF ABSENT: .o 45 Albert Kittrell, Assistant County Manager; Corinthia Barber, Staff Support; Nancy Paciga, Staff Support. WELCOME AND MEMBER UPDATE: Rosetta Wash was the Chair for the meeting. She asked the members to each give updates on their organization's activities. ESTABLISHMENT OF QUORUM: Chair Wash announced that a quorum was present. MINUTES - of the February 19, 2001, were approved by consensus with a correction to paragraph 8, lines 33 -38, which should read, "Debbie Kinert reported on the N.C. self- Protecting and Preserving People, Resources, and Quality of Life - Orange County, North Carolina — You Count! Debbie was asked as a member of that group to go the legislative oversight committee meeting on mental health reform and, as a part of that endeavor, she got involved with the mental health, developmental disabilities, 5 substance abuse - ombudsman possibility for the State. Debbie is also leading a work group to provide information to Representatives and Senators about this. If anyone would like to, they the may join this work with this group." Reappointments were discussed. Ms. Jeffries does not wish to be reappointed because of 10 increasing personal time commitments. She said she has asked Mr. Fletcher Barber, Director, Orange County Cooperative Extension Service, to find a replacement to represent the Extension Service on the Human Services Advisory Commission. Ms. Echols said that she would like to be reappointed to a second term. 15 Setting date of April Meeting There had been some discussion among staff that the Commission would not be able to meet at the set date of April 16, 2001, because it is Easter Monday. However, the Commission decided to meet on the set date, the third Monday, April 16, 2001. 20 Review of Funding Applications for Non - Profit Organizations - 1.Overview and Instructions - Co- Chairs and Sharron Hinton, Management Analyst, County Manager's Office 2. Breakout Review Groups - All members present. The members finished reviewing and 25 making notes on all of the funding applications. There were three break out groups. One group turned in its recommendations to Sharron; the other two finished the review, but would like to type the notes and will email those to Sharron in the near future. 3. Summary Sharron Hinton - she said that she was very pleased that the review of the 30 Funding Applications was accomplished this evening and thanked the members for their hard work.
