The regularly- scheduled meeting of the Human Services Advisory Commission was held on
15 Monday, March 19, 2001, at 5:30 p.m. at the Government Services Center, Hillsborough, N.C.

WELCOME AND MEMBER UPDATE: Rosetta Wash was the Chair for the meeting. She
asked the members to each give updates on their organization's activities.
ESTABLISHMENT OF QUORUM: Chair Wash announced that a quorum was present.
MINUTES - of the February 19, 2001, were approved by consensus with a correction to
paragraph 8, lines 33 -38, which should read, "Debbie Kinert reported on the N.C. self-

determination Leadership Network funded through Robert Wood Johnson to enable folks with
developmental disabilities in statewide self - determination. Debbie was asked as a member of
that group to go the legislative oversight committee meeting on mental health reform and, as a
part of that endeavor, she got involved with the mental health, developmental disabilities,
5 substance abuse - ombudsman possibility for the State. Debbie is also leading a work group to
provide information to Representatives and Senators about this. If anyone would like to, they the
may join this work with this group."
Reappointments were discussed. Ms. Jeffries does not wish to be reappointed because of
10 increasing personal time commitments. She said she has asked Mr. Fletcher Barber, Director,
Orange County Cooperative Extension Service, to find a replacement to represent the Extension
Service on the Human Services Advisory Commission. Ms. Echols said that she would like to be
reappointed to a second term.
15 Setting date of April Meeting There had been some discussion among staff that the
Commission would not be able to meet at the set date of April 16, 2001, because it is Easter
Monday. However, the Commission decided to meet on the set date, the third Monday, April 16,
2001.
20 Review of Funding Applications for Non - Profit Organizations -
1.Overview and Instructions - Co- Chairs and Sharron Hinton, Management Analyst, County
Manager's Office
2. Breakout Review Groups - All members present. The members finished reviewing and
25 making notes on all of the funding applications. There were three break out groups. One
group turned in its recommendations to Sharron; the other two finished the review, but would
like to type the notes and will email those to Sharron in the near future.
3. Summary Sharron Hinton - she said that she was very pleased that the review of the
30 Funding Applications was accomplished this evening and thanked the members for their hard
work.
Adjournment There being no further business, the meeting adjourned at was at 8:45 p.m.
35 The next regularly - scheduled meeting of the Human Services Advisory Commission will be held
on April 16, 2001 at 5:30 p.m. at the Southern Human Services Center, Chapel Hill, North
Carolina.
